Add the stop/lock action command

We need to create the 'lock' action and bind it to a button. This action will cause all wheels to go into 'lock' mode and then all modules will turn and face the center of the robot.
This will make is significantly harder to move the robot in a defense situation, especially up against the subwoofer.
This should be done before Girl's Gen.
