How can dishonest research vendors be identified? Is trust an outcome of media work, or an inherent characteristic of society? Andy why does the concept of “radio” carry different meanings across the world? These were among the key questions explored at this year’s Conference of International Broadcasters’ Audience Research Services (CIBAR), held in Riga from April 14 to 16 and hosted by Radio Free Europe/Radio Liberty (RFE/RL) and Deutsche Welle (DW). 

The conference brought together nearly 40 international media organizations and research companies at the Stockholm School of Economics in Riga. Participants included the BBC World Service, DW, RFE/RL, USAGM, and France Médias Monde, among others. 

This year’s edition focused on conducting research in restricted and challenging markets. Discussions covered innovative qualitative and quantitative methodologies, digital TV data, artificial intelligence, and the application of large language models in audience analysis. 

In addition to sharing success stories, participants openly addressed failures and emerging challenges, particularly those posed by social media in an evolving media landscape. “I appreciate the openness of participants—everyone was eager to share, exchange ideas, and keep the conversation going,” said Beata Janosz, co-host of CIBAR 2024 and Director of Audience & Growth at RFE/RL. “This may reflect a post-pandemic desire to reconnect, or a genuine need within the CIBAR community to openly discuss experiences and challenges.” 

A total of nine colleagues from DW’s Market and Audience Insights (MAI) team attended the conference, including CIBAR Vice-Chair Inga Hoehne and CIBAR coordinator, organizer, and co-host Julian Reale. The MAI team actively contributed through presentations, roundtables, and panel discussions, playing a key role in shaping conversations and outcomes. Their strong engagement helped ensure the conference’s lasting impact, fostering not only valuable networking but also the establishment and continuation of dedicated working and exchange groups. 

The inaugural CIBAR conference took place in 2005 in Montreal, and since then, 13 conferences have been convened globally. RFE/RL has had the honor of hosting on three occasions—in 2011, 2017, and 2024. 

CIBAR aims to deepen understanding of audience research among international broadcasters and to strengthen its practice and value. Core members include Deutsche Welle, BBC, France Médias Monde, RFE/RL, VOA, USAGM, ABC Australia, and NHK World Japan.
