Manager user role has no power above user

I was imagining that the manager role would have read/write/delete access to any item that they are listed on (and maybe read access to all samples?), whereas the user role only has read/write/delete on their own samples, but read/write on those that they are listed on with others (i.e., they cannot delete a sample in which they are not the only member, but they can overwrite it's data...)
