Create frontend in React

Using React Vite, create frontend that looks like current frontend. Implement sidebar, navbar, and box as placeholder for graph. For this milestone, the functionality of buttons do not have to be implemented.

@ceciliazaragoza reported that she has started to establish React state variables to help coordinate various components. We anticipate that this collective state will grow to make things unwieldy
