Dedicated ElementaryOS repo to avoid bad user opinion

Problem

In order to avoid cases like reported here: https://github.com/orgs/elementary/discussions/658
I had to install EOS 3 times (to uderstand the problem and report) and ended in a non-working network 3 times.
As a new user, it gives me a bad impression of the OS while new users should be attracted. :-(

Proposal

I suggest a repo for EOS that allows to provide fast fixes to users.
The idea would be to release very small packages in this repo and as soon as a user does an update, this repo is fetched first. This way, a fix package would be installed before any other packages.
