A Common Data Frame Format for Interferometric Gravitational Wave Detector has
been developed by VIRGO and LIGO. The Frame Library is a software dedicated to
the frame manipulation including file input/output.

Build instructions:
  1. unpack Fr-8.42.3-X-src.tar.xz
  2. if you use setup to install this src package,
     it will be unpacked under /usr/src automatically
        % cd /usr/src
        % cygport ./Fr-8.42.3-X.cygport all

This will create:
  /usr/src/Fr-8.42.3-X-src.tar.xz
  /usr/src/Fr-8.42.3-X.tar.xz
  /usr/src/libframel8-8.42.3-X.tar.xz
  /usr/src/libframel-devel-8.42.3-X.tar.xz
