Pre-release sent out 0.0.0 version

When making the https://github.com/googleapis/python-crc32c/releases/tag/v1.8.0rc1 pre-release, there was a failure in the release automation and it was recorded in pypi as version 0.0.0. We should yank this release to avoid confusion in the future
