As noted in #1209

Investigate and implement these enhancements:

  • Force a rewind to a specific pin even if it's already dispatched
  • Avoid the double lookup where we resolve the sequence number to a batch (in orchestrator.RewindPins), then resolve the batch back to a sequence number (in aggregator.rewindOffchainBatches)
