Migrate to new cache dir layout

• Move to ~/.cache/prefligit Move home dir to ~/.cache/prefligit #154
• Move repos to [CACHE]/repos
• Move hook env to [CACHE]/hooks
• Use new hook env installed mark
• Remove pyenv.cfg patch Remove pyvenv.cfg patch #156
• Remove db.db and dep on sqlite
