[Bug] 插件设置（安装）同步与意外报错问题

🐛 问题描述

在桌面端（Windows+系统代理）安装并启用插件（serper搜索插件），正常使用。但在移动端（无代理）进行新的对话时，显示插件安装失败（请求该 manifest 链接失败，请确保链接的有效性，并检查链接是否允许跨域访问），但插件使用正常。

在移动端开启代理并重试安装（启用）插件后无报错，关闭代理后也不再报错（前提是不卸载插件）。

个人认为是在国内网络环境下与插件市场链接受阻，无法正常下载插件；同步功能已经通过（国内）lobechat网站服务器将插件同步到各端，但其他端没有“意识到”，继续通过一般方式下载已在其他端启用的插件，导致意外且无意义的报错。

希望消除此报错的可能。（如果插件配置到随便聊聊，每次进入聊天界面都会弹出报错）

🐛 Problem description

Install and enable the plug-in (serper search plug-in) on the desktop (Windows + system agent) and use it normally. However, when conducting a new conversation on the mobile terminal (without proxy), it shows that the plug-in installation failed (requesting the manifest link failed, please ensure the validity of the link and check whether the link allows cross-domain access), but the plug-in is used normally.

No error is reported after turning on the proxy on the mobile terminal and retrying to install (enable) the plug-in. No error is reported after closing the proxy (provided that the plug-in is not uninstalled).

Personally, I think that the connection with the plug-in market is blocked in the domestic network environment and the plug-in cannot be downloaded normally; the synchronization function has synchronized the plug-in to each end through the (domestic) lobechat website server, but the other ends are not "aware" and continue to download through the normal method. Plug-ins that have been enabled on other terminals lead to unexpected and meaningless errors.

Hope to eliminate the possibility of this error. (If the plug-in is configured to chat casually, an error message will pop up every time you enter the chat interface)

插件安装链接可能被墙了，但是API调用（至少在我所在地区）是没问题的。

问题在于，我在桌面端（通过代理）安装了插件后，已经把插件同步到了其他端（并且可以正常调用API）并且默认启用（并且可以正常使用），但是每次进入助手（启用插件）时还是在尝试使用远程链接下载插件，导致了不必要的报错。

安装后可以正常使用，只是如果不开代理就会一直弹窗报错，可以用其他的搜索插件

It can be used normally after installation, but if you don’t turn on the proxy, an error message will pop up all the time. You can use other search plug-ins.
