[QnA] Infinite loop using MultiTurnPrompt

Describe the bug

Give a clear and concise description of what the bug is.
Using the sample 49.qnamaker-all-features and configuring the MultiTurnPrompt, the conversation has an infinite loop or it's not recognized.

To Reproduce

Steps to reproduce the behavior:

1. Configure sample 49.qnamaker-all-features
2. Start conversation in BotFramework Emulator
3. Send Light won't turn on. utterance (or My Contoso smart light won't turn on.)
4. Click on Stopped
5. See infinite loop

Expected behavior

Give a clear and concise description of what you expected to happen.
The conversation should continue with the next answer of the multiturnpromp
