Library list in project settings won't be refreshed if there are duplicated libraries.

• VS Code Version: 1.88.1
• Extension Version: vscode java 1.30.0 + pack 0.26.0
• JDK Type & Version: 21
• OS Type & Version: linux

Step to Reproduce:

1. Clone and open https://github.com/jdneo/invisble-project
2. F1 > Java: Configure Classpath > Library tab > Add a new library from test-lib folder > Apply settings
3. Add a new same library again > Apply settings
4. Delete the library from Java Project view

Expected Behavior:

Actual Behavior:
Library list in project settings won't be refreshed if there are duplicated libraries.
