Create a new codegen to create light-4j base scheduler #459
Description
The scheduler could trigger by following condition:
1.Cron Expression time
2. Fixed Rate (in every certain time)
3. cdc(change data capture) based on the database table. (light-tram-4j base)
4. message trigger by upcoming Kafka stream message record
