This is definitely something that should be at least customizable per repository. Many orgs are quite large and have teams that operate very differently from each other. My team is not able to make use of Issue Types because either we would be dictating the types for other teams or we would be at the mercy of some other team's defined types.

Please consider a route for different sets of issue types or types per repository/project.
