Allow moving issues from private to public repos (with warning)

When I want to move an issue from a private repo to a public repo, I get this warning:

This is useful and expected.

However, it would be really good if I could check an "include public repos" checkbox and then select the repo and move the issue.

The specific use case: (unclear) support cases are in a private repo. When an open-source component is affected, it would be good to be able to move the issue.
