Single sign-on banners consolidated across GitHub #169115

Hi, Not sure if related to this roll out, but the last few days (I think it was ok all of last week) I no longer get the banner and have to go via the single sign on page in my settings to sign in to my organisation. I note the comment on smart dismissal:
so I should still get it again the next morning? Is there a way to reset the smart dismissal state? |

There appears to have been a regression and now I get multiple instances of the SSO banner on the GitHub homepage, including an undismissable banner for any orgs I am not signed into, in addition to the normal consolidated banner. I only want to sign into one org most of the time, and having these other orgs in an undismissable highlighted banner across the entire homepage is not a great experience. |

Previously, users in SSO-required organizations encountered various inconsistent banners, leading to visual clutter and notification fatigue.
