It looks like GitHub can already support looking for the citation file in non-root locations. From https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/customizing-your-repository/about-citation-files#other-citation-files:

GitHub supports the
CITATION.cff
metadata (https://github.blog/2021-08-19-enhanced-support-citations-github/). However, it requires that the file must be at the project root. This is undesirable for projects that wish to keep the project root uncluttered. We would prefer if GitHub could also look for
CITATION.cff
under the.github
directory. The directory is already used for many other things, like workflows, issue template, etc. This would allow us to keep the project root tidy while benefiting from the feature. Thanks!
