不能切換自定義letter keyboard布局 #1477

摘要 / Summary

問題跟#1028一樣，後來fixed，v3.2.19可以正常切換，但每夜版問題又回來了。

重现步骤 / Steps to Reproduce

自定義一個letter鍵盤，布局跟中文鍵盤不一樣
切換到Keyboard_letter
仍是中文鍵盤布局，雖然可以打英文

预期行为 / Expected Behavior

中英文輸入可以使用兩套自定義布局。
