调整设置界面的命名和分组

1. 部分选项设置后是需要重启才能生效的, 部分选项需要先结束rime再部分选项理论上可以即时生效(事实上并没有)
2. 分组和命名不太合理

Describe alternatives you've considered

1. 输入配置——这一项命名很怪,应该更名为文件设置,并标注重启同文后生效.全部选项都不自动重启rime.
2. 在主界面增加菜单命令:重启 同步
3. 增加输入方案分组, 包含方案选择(改名为生效方案), 方案切换(目前只能在皮肤中切换),以及rime组织下的方案仓库页面

很多命名是我当时想不到合适的临时贴上去的，确实有必要找机会弄一下了 ～
