add version history (revisions) for notes, server-side #3109

Wiki pages have multiple revisions, so you can revert and track progress. We should make research notes (and questions) do the same.

This could possibly integrate with the new draft system #2667 -- and prevent people from losing longer text as they start writing.

We'd then need a "drafts" button and maybe a revisions view, but we could potentially re-use the template from wiki pages: https://publiclab.org/wiki/revisions/gsoc
