This PR effectively adopts (and replaces) the current governance model of webpack with the new governance model, pending approval from the CPC (Cross Project Council) from the OpenJS Foundation.

This proposal was crafted together with the Cross Project Council and current maintainers of webpack.

This PR:

  • Adds the GOVERNANCE.md file
    • 1:1 copy of webpack-governance/README.md
  • Updates the README.md file
    • Adds the TSC and Core Collaborators list
    • Fixes readability (left-centering) for accessibility of titles
    • Removes dead-links
    • Cleanses up the Contributing and Support sections
    • Cleanses the badges on the top
    • Removes LICENSE section as there is already a LICENSE file
    • Updates special thanks section

The new governance model:

  • Charts the creation of a Technical Steering Committee
  • Updates Sponsoring, Funding and Disbursement guidelines
  • Charts the creation of Working Groups
    • Existing sub-projects such as docs and website to be chartered as Working Groups after the governance model is created
