udp_broadcaster does not sent to a broadcast message anymore as
the hypack windows computers seem not to be capable of picking up
those messages

added an example rc file for udp_broadcasterrc

New feature dockserverTalk:

Reading from the dockserver's network socket is blocking, but times out every 15 seconds (default).
Whenever such a time out happens, and the coro_status coroutine is defined, a signal ('signal', 'read_timeout') is
sent to the other end. This allows finite state machines to receive an input symbol at 15 second intervals, allowing
states to expire even when no input is generated by the glider.

Other changes in surfalarm are adding or removing debug print outs.
