EPE Code

Using qualified name now for feature and epe.

Fixed build to use new qualified name of EPE project.

Renamed to project use used qualified name. Also removed extranious hibernatejars etc. Using new version of BO with xml schema defnin jar.

Fixed problem where xml schema was hard coded. Now in jar file and sourced from there.

Refactored to use file based repository instead of database repository. New export wizard created too.

Revised feature to build file base repository version.

build.props to give it new version

Integrated svn export branch with trunk

XML persistence now works with an API usable by eclipse.

Updated wizard to open a file upon creation.
