Check for read and write perms

Stop using fake_locale from utils and use lambda s: s instead.
Add external plugins path to sys.path
Return a full paths list of plugins instead of searching only in ./plugins
Same for skins.
Some more code cleanup. Almost there for first release :)

Change config system to store combo value instead of combo index.
That change forced me to check and rewrite some code in all plugins that were using the combobox control.
Some little bug fixes and code cleanup was made too.

Oops, don't return, break

Move needed code to guess autocomplete command(s) to utils.
Move code that generates an HTML table given a list of commands.
Some more code cleanup.

Create trunk, tags and branches folders. Move everything to trunk folder.
