Write plugin config to file if there is none

Update ChangeLog

Change config system to store combo value instead of combo index.
That change forced me to check and rewrite some code in all plugins that were using the combobox control.
Some little bug fixes and code cleanup was made too.

Add config path to QSystemFileWatcher only if it was not added already.

Move config folder to user_path + .jake + config. This way .jake folder could contain folders like "plugins" or "skins", and maybe some more folders.
