You are not doing anything wrong, this is an issue with my limited programming capabilities. Paragraphs, page breaks, lists, headings etc. cannot be included in changes-commands. Sorry.

Hi Alfredo, sorry for the long delay, I hope, you're a PhD by now :) memoir redefines the startoc command, which I use for setting the list of changes. Thus it is not displayed at all. I don't know how to change the behaviour of memoir or how to work around this problem, but maybe this helps you finding a solution. Greetings, Ekkart.

Unfortunately, there is no answer I can give you but: this is not possible with my TeX-powers. Sorry, but environments or other complicated things are beyond my reach.
