BENGALURU : Revenue minister Krishna Byregowda revealed that technical glitches in Kaveri 2. 0, the portal to register property documents, have been sorted out, ending months of disruption in registration of property documents in sub-registrar offices across Karnataka.
Byregowda said the new software will be operational in all the sub-registrar offices by Saturday.

“By this evening [Monday], 252 offices will have the software up and running. The remaining will have it by this weekend,” he said.
He also said once online registrations are streamlined in all 256 sub-registrar offices, the government will raise property guidance values. Revenue department officials say the government plans to increase guidance value by 15% to take advantage of the real estate market’s expansion and boost revenues to pay for its poll guarantees.
Byregowda justified the move, saying the government has not revised guidance values since 2018 owing to the pandemic and other reasons. “As a result, property sellers and farmers are incurring losses. So, government is considering revising guidance values. A final decision will be taken soon,” he said.
Last year, the government had offered a rebate of 10% onguidance value to boost property transactions in a sluggish market in the aftermath of two pandemic years. But Byregowda said transactions are higher than last year although there is no rebate now. This year, revenue collection has gone up to Rs 3,425 crore.
The previous BJP government began the roll out of Kaveri 2. 0 on April 1 this year, but the software was riddled with glitches. The update is now hosted on a central server, which reduces chances of delays and glitches.

Highlighting advantages of Kaveri 2. 0, Byregowda said the software seeks to streamline the process of registering properties by shortening the existing lengthy and cumbersome procedure. With the new software, buyers and sellerscan now hope to complete property registration through a simple online process and a 10-minute visit to the subregistrar’s office.
Property buyers and sellers can complete pre-registration processes like uploading documents, get them verified, and pay fees online. They can then visit the jurisdictional sub-registrar offices on a date and time of their choice to complete the registration process.
“The new software has considerably reduced the time taken to register properties,” Byregowda said. “For instance, about 65 registrations per day used to happen in Doddaballapur sub-registrar office. But after the adoption of Kaveri 2. 0, the number has gone up to 130. ”
