Theworkershallbeinsulatedbywearingapprovedrubbergloveswith protectorsandsleeves. 3. Theworkershallbeisolatedfromallenergizedandgroundedconductors withtheuseof: a. b. c. WorkingConditionsandRubberGlove/SleeveRequirements 1.InsulatedAerialBucketTrucks15kVlivelinerubberglovingworkshall onlybeperformedfrominsulatedbuckettrucksorinsulatedplatforms, withapprovedrubbergloves,[Link] willhaveupperandlowercontrols,afiberglasslinerinthebucketanda fiberglassinsertinthelowerboom. 2. 15kVrubberglovingworkshallconsistofworkassociatedwith inspectionandrepairstooverheadplantandapparatuswhichincludes thehandlingofwireenergizedupto15kVbetweenphaseswiththeuse ofapprovedrubbergloves,protectors,andsleeves. 3. Energizinganddeenergizingthroughtheuseofaswitchingdeviceora mechanicaltapshallonlybedonewhilewearingapprovedrubber glovesandprotectors,andwiththeuseofanapprovedhotstick,soas tomaintainsafeworkingdistancesfromapossiblearcflash. 4. TruckDerricksWhenworkingontruckderrickswhileswinging,raising, orloweringthederricktowithin10feetofanyenergizedconductor, approvedrubberglovesandprotectorsshallbewornbytheoperator. [Link], moved,orremovednearanexposedenergizedoverheadconductor,the employershallensurethateachemployeewearselectricalprotective equipmentorusesinsulateddeviceswhenhandlingthepole,andthat noemployeecontactsthepolewithuninsulatedpartsofhis/herbody. 5. UndergroundRubberGloveRules 1. Approvedrubbergloveswithprotectorsshallbeworn: a. WhenoperatingallUGswitches.(Note:Inadditiontorubbergloves, FRclothing,switchingcoats,protectiveswitchhood,safetyglasses andahardhatshouldbeworn). b. Whenworkingonanyexposedconductorwhichisconnectedtoany 5kVor15kVdistributioncircuit,untilsuchconductorhasbeen insulatedandshieldedtogroundforthenormalvoltagetowhichit maybesubjected. c. Whenworkingon5kVor15kVdistributioncables,ifworkinginan areaofthecablewherethesheath,shieldorconcentricwiresarenot continuousorbonded. d. Whenremovingleadfromanyleadcoveredcablesforwhichthe voltagesarenotknown,orwhichareenergizedormaybecome energizedatanyvoltage. e. FlameRetardantClothing(FR) 1. Employeeswhoareexposedtothehazardsofflamesorelectricarcsmust notwearclothingthat,whenexposedtoflamesorelectricarcs,could increasetheextentofinjurythatwouldbesustainedbytheemployee. 2. EffectiveJanuary1,2009,employersmustperformanassessmentto determinepotentialexposuretoanelectricarcforemployeeswhoworkon [Link] potentialemployeeexposuregreaterthan2cal/cm2exists,theemployer shallrequireemployeestowearclothingoraclothingsystemthathasan effectivearcratingnotlessthantheanticipatedlevelofarcenergy (NationalElectricSafetyCodeRule410A3).AllelectricaljobsrequireFR clothingtobeworn,evenifdeenergized. Transferofclearanceshallbecommunicatedtothesystemoperatorand [Link] responsiblefortheclearance. AppendixB GroundingfortheProtectionofEmployees 1. Thisappliestothegroundingoftransmissionanddistributionlinesand equipmentforthepurposeofprotectingemployees. 2. Groundingisrequiredunlesstheemployer/safetyofficercandemonstrate thatinstallationofagroundisimpracticable,orthatconditionsresulting fromtheinstallationofagroundwouldpresentgreaterhazardsthan [Link],thelineandequipmentmaybe treatedasdeenergized,providedthefollowingconditionsaremet: a. Thelinesandequipmenthavebeendeenergized. b. Thereisnopossibilityofcontactwithanotherenergized source. c. Thehazardofinducedvoltageisnotpresent. 3. OrderofRemoval:Whenagroundistoberemoved,thegroundingdevice shallberemovedfromthelineorequipmentusingalivelinetool(hot stick)beforethegroundendconnectionisremoved. 7. AppendixC OverheadLines 1. Ifconductorsbeinginstalledorremovedcrossoverenergizedconductorsin excessof600volts,andifthedesignofthecircuitinterruptingdevices protectingthelinessopermits,theautomaticreclosingfeatureofthese devicesshallbemadeinoperative. AppendixD Confined&EnclosedSpaces
1. Theemployershallensuretheuseofsafeworkpracticesforentryintoand workinenclosedspacesandfortherescueofemployeesfromsuchspaces. 2. Onlyemployeeswhohavebeenproperlytrainedonthehazardsassociated withconfinedorenclosedspaceworkshallbeallowedtoenteraconfined orenclosedspace. 3. Employeeswhoenterenclosedspacesorwhoserveasattendantsshallbe trained in the hazards of enclosed space entry, enclosed space entry procedures,andenclosedspacerescueprocedures. 4. Employersshallprovideequipmentsuchastripod,harnessandwinchesto ensurethepromptandsaferescueofemployeesfromtheenclosedspace. 5. Allemployeeswhoenteramanholeorvaultwillwearaharnessattached to the rescue retrieval system which will be set up on every manhole or vaultentryjob. 6. Before any entrance cover to a confined or enclosed space is removed, it shallbedeterminedthattherearenotemperatureorpressuredifferences,

orotherhazardousconditions,thatmayinjuretheemployeesremovingthe cover. 7. When covers are removed, the openings shall be guarded by railing, temporarycover,orothertemporarybarrier. 8. Beforeenteringaconfinedorenclosedspace,alllevelsofthespaceshallbe testedforlackofoxygenandthenforthepresenceofflammableortoxic gasesandvaporsusingacalibratedgasmonitor. 9. Theairshallbemonitoredduringtheentireentry. [Link] flammable or toxic gases or vapors are detected or if an oxygen deficiency is found, the space shall be continuously tested and forced ventilationshallbeusedtomaintainoxygenatasafelevelandtopreventa hazardousconcentrationofflammableortoxicgasesandvapors. [Link] work is being performed in an enclosed space, a person with CPR and basic first aid training shall be immediately available to render emergencyassistance.
