Tree Cutting Investigation at Kalang-Kalang

The Protected Area Superintendent conducted an investigation of alleged tree cutting on Kalang-Kalang Island in response to a report. They found that while a Mr. Lautingco claims ownership of the island, it is actually located within a protected area. There are 38 mangrove trees planted by the province, and 5 have been cut recently. They recommend advising Mr. Lautingco he cannot claim ownership, strengthening protection of the island as an ecotourism site, and allocating annual funds for its conservation. INVESTIGATION/INSPECTION REPORT RELATIVE


ON THE ALLEGED CUTTING OF TREES AT THE
KALANG-KALANG ISLAND OF BRGY. KAMANGA,
MAASIM, SARANGANI PROVICE

Please be informed that the undersigned together with Asst. PASu, Jamel A.
Tiburon conducted investigation/inspection today, November 26, 2014 in response to
the text message received November 25, 2014 at 7:50 in the evening of Governor
Steve Chiongbian Solon of Sarangani Province relative on the alleged cutting of trees
at Kalang - Kalang Island of Brgy. Kamanga, Maasim, Sarangani Province.
Today at exactly 9:30 a.m., the undersigned personally coordinated the
Barangay Captain, Rosadelima N. Mangelen of Brgy. Kamanga, Maasim, Sarangani
Province relative on the alleged report, it being that subject Island falls under the
AOR of that barangay. Coincidentally, a certain Mrs. Ester Dagatan a care taker of
Mr. Paulino Lautingco present at the Barangay Hall during the coordination.
Per investigation/inspection, the following information were gathered to wit:
1. That the Island named Kalang-kalang is allegedly claimed by Mr. Paulino
Lautingco and some improvements were already established by the
claimant (small shed and sand bar) per statement of Mrs. Esther Dagatan;
2. That Mrs. Ester Dagatans family is the care taker of Mr. Lautingco for a
long time ago;
3. That Mr. Lautingco who claimed ownership of the Kalang-kalang Island
is prohibiting anybody (government/private) to conduct planting in the
area per statement of caretakers Mr. and Mrs. Dagatan;
4. That the Kalang Kalang Island is within the Strict Protection Zone (SPZ)
of Sarangani Bay Protected Seascape as it was designated by the
Municipal Local Government of Maasim as Kamanga Marine
Ecotourism Park and Sanctuary with a total area of 43.49 hectares per
Municipal Ordinance No. 006 020 on February 9, 2006;
5. That there are existing thirty eight (38) stand of Mangrove species locally
known as Pagatpat Tree in the island which was planted by the
Provincial Government of Sarangani three years ago per statement of Mr.
Cornelio Cabreros of Sitio Tampuan, Brgy. Kamanga, Maasim, who
happened to be the one contracted by the later during plantation; and

6. That Mr. Cabreros disclosed that there were five (5) pagatpat trees already
cut for almost a year ago in the subject island but he himself cannot
identify the perpetrator.

Above premise considered, and in line with Rule 10.3.1 of DENR Admin. Order No.
2008-26 or the implementing rules and regulations of Republic Act 7586, which state that
Strict Protection Zone in a proclaimed protected area is closed to all human activities except
for scientific studies and/or ceremonial or religious use by the ICCs/IPs, and considering further
that the area has been maintained and conserved by the LGU of Sarangani Province, the
following are strongly recommended:
1. Mr. Paulino Lautingco, a claimant of the subject Island (Kalang-Kalang) shall be
advised in writing to cease from claiming ownership over the subject area for reasons
cited above;
2. The Barangay Officials of Brgys. Kamanga and Tinoto, Maasim shall strengthen
protection and conservation of the Island as tourist site in Sarangani Province; and

3. Annual fund for the Island including its surrounding waters shall be allocated to
improve and maintain its biodiversity value.
