What is Human Resource Strategy?:
A co-ordinated set of actions aimed at integrating an organizations
culture, organization, people and systems in order to get achieve the
business goals.
In this context, we have to focus on the key questions for HR
Development Strategy.
Where do we want to be?
How do we get there?
Where are we now?
What kinds of people do you need to manage and run your
business to meet the strategic business objectives?
What human resource programs and initiatives must be
designed and implemented to attract, develop, and retain
staff to compete effectively?

Human Resources Development:
Human resources development (HRD) refers to the vast field of
training and development provided by organizations to increase the
knowledge, skills, education, and abilities of their employees.
HR development is designed to give employees the information they
need to adapt to that organization's culture and to do their jobs
effectively.

2. NWSDB
NWSDB is the principal authority providing safe drinking water and
facilitating the provision of sanitation in Sri Lanka.

To be the most prestigious utility organization in Sri Lanka
through technological and service excellence.

Serve the nation by providing sustainable water & sanitation
solutions ensuring total user satisfaction.
3. Overall Goals, Objectives and Strategies
The NWSDB has established seven (7) Long-Term Goals for the
organization.
Increase water supply & sanitation coverage
Improve business efficiency
Improve services to customers and promptly attend to public
complaints
Promote Information and Communication Technology solutions as
a catalyst for business growth
Ensure greater accountability & transparency
Promote Human Resources Development
Facilitate safe drinking water supply and sanitation to rural and
underserved communities
3.1 HR Strategy formulated by the organization to achieve its
given objectives:
Promote Human Resources Development:
The importance of human resource development has been
identified as a pre-requisite for the Organization to develop its
full potential towards fulfilling national interests.
An
assessment of need has been done among island wide employee
categories who serve in the urban areas as well as remote and
difficult areas. This programme has been included defining a
new culture to change the attitudes of the employees from top
to bottom towards the service enhancement of the NWSDB.
This strategy aims at;
Achieving Corporate Goals
All employees to work with a vision to achieve the goals
Recognition of contribution of every employee through a
participatory approach
This is to be achieved through the following strategies
1. Introduction of specific training programmes for attitude
change
2. Build up employee groups with expertise in different subject
areas
3. Convince employees of their importance for the development
of the organization
4. Make aware the need for change of attitudes and inculcate
sense of ownership (Start a small change each of us. Change
begins with you and me)
5. Improve work processes in all Divisions according to an
internal charter.
6. Motivate employees to work with dedication
7. Recognize contributions from professionals of all disciplines
8. To prepare and implement a Human Resource Development
(HRD) Plan.
According to the availability of funds, the top management has
prioritized the key tasks; cost estimated and makes plans for
implementation. The achievement of this goal is vital/crucial for the
achievement of all other goals.
NWSDB is the sole agent for providing safe drinking water to the
nation, therefore it has no competitors, and their own competitors are
only themselves.
However, employees involved in various roles have been trained for
their new roles consistently and they know that this commitment is not
only for the benefit of the organization, but they are also benefitted
from the commitment.
During past two years, the NWSDB employees have to play a major
role especially through their attitudinal change for better performance.
As a result of this, the organizations profitability margins have been
increased by 4% and they could repay their foreign loans up to
considerable amount of 25%.
CONCLUSION:
By implementing the strategies related to
Human Resource
Development processes, NWSDB is able to achieve performance
excellence through change of attitude of employees and the
Organizational Culture.
