Introduction
Public market is widely known as the center for selling of different kinds of goods and

products at a very low and affordable price. In the Philippines, public markets provide an active

public space for trade and commerce until this present time. (Nedic, A., 2012)

For many years, public markets in the Philippines are flourishing in urban and rural

economies. Therefore, it encourages developments in such areas and contributes towards keeping

money in the local vicinity and industries. It also offers business opportunities for entrepreneurs

and bring back the money into rural economy where many traders grow, raise and produce their

products.

However, public markets in the Philippines are often perceived to be foul ventilated and

have an unclean environment. These conditions of public markets lead to the construction of

modernized malls that cater supermarkets which are commonly fully air-conditioned and promotes

convenience to people. Thus, supermarkets take advantage to attract more shoppers who like to

buy goods in public markets which leads to its rapid popularity.

Nonetheless, public markets still hold a critical role in promoting public health and local

food systems. Many of the agricultural, fishery and forestry products are delivered into public

markets by various traders from different parts of the country. (Redevelopment of City of San

Bulacan, as one of the neighboring provinces of Metro Manila, serves as a haven in

business and investments. Enterprises continue to spring and prosper in the province which offers

a wide variety of high-quality products from vast scope of industries that are easily accessible.

The Baliwag Public Market is one of the largest market in Bulacan. It is classified as a

public market since it is owned and operated by the city local government intended to extend the

service to the public with their daily needs. It is different from other public markets throughout the

country; aside from its primary function as a typical public market, it also serves as the trading

center for both producers and consumers where bulk fresh trades are delivered and sold.

Accordingly, it became a food terminal where goods and products from other regions and

bordering provinces are also being sold in a wholesale basis.

Today, the Baliwag Public Market is in the stage wherein its physical condition and

merchant image are becoming worse, affecting its efficiency and functional relevance, which

resulted to an unhealthy and unpleasant environment. This study seeks to accomplish a structural

design that focuses on uplifting the image and environment of the center of local trade and business

for the benefit of the town especially of its people-- the fellow Baliwageños; especially nowadays

that public markets also seems to be one of the basis of a town's status quo.

The Presidential Decree 1096 signed on June 25, 2016 introduce the green building design

to the construction of structures in the Philippines. The provisions, requirements and standards of

GB Code can be applied to the public market that will maximize the efficiency.

The Philippines is one of the most impacted nation experiencing climate change due to its

long coastline and dependence on agriculture. The Climate Change Act of 2009 consider buildings

as energy consumer and cause greenhouse gas emissions and provides standards to reduce energy

in new building construction and operation.

The codes and decrees in the Philippines set parameters to maximize the efficiency of

structures and safety of the people. In compliance of the existing codes and decrees, structures for

public market should provide its maximum capacity as center of local trade and business.

Objectives of the Study

The goal of the study is to propose an energy efficient design for Baliwag Public Market

in conjunction with the economic growth through engineering approach. The objectives of the

study are:

1. To design the Baliwag Public Market that provides functional and well- appropriated spaces.

Significance of the Study

The significance of the study may vary from different related views and aspects, on

domestic livelihood, in economic level and its contribution to the structural development of public

market designed by engineers in the Philippines and other countries around the world. This study

will give a hint on how important and what benefits can we gain by attaining the accepted public

market’s space and convenience.

It will also benefit the domestic livelihood of Baliwag, Bulacan including other nearby

provinces and neighboring cities and municipalities by having convenience in trade in different

economic sectors including agriculture, fishery, as well as local industries that strengthens local

food production and other expenditures.

The study will benefit the health of the consumers and sellers. The improvement of the

sanitation, ventilation and lighting of the public market will lead to the productivity and wellness

of the people.

The municipal administration will be benefited by adopting the proposed design for the

possible construction of Baliwag Public Market.

The study will also benefit the authors of the research as they will learn to design.

The study will benefit the mind of the readers and other engineers by providing information

in designing an energy efficient building public market.

It will also benefit the students of CEDE for their future references in conducting research

related to energy efficient building design.

Consequently, it will also restore and empower engineers to think and uplift the present

situations and alarming conditions of public markets in the Philippines.

Statement of the Problem

The deteriorating condition, lack of proper market plan and congested public market

premises alleviate the problems of Baliwag Public Market. The existing problems may pose threat

to the economic environment, livelihood and health of the consumers and investors.

As such, the proponent aims to answer the following questions:

1. What design is applicable for the Baliwag Public Market to provide functional and well

appropriated spaces or market?

Scope and Limitation

The study is focused on the design of public market structure with the approach of energy

efficiency which is based on Green Building Code under National Building Code of the Philippines

that can improve the efficiency of the functionality of the building that can maximize space,

ventilation and lighting.

This study covers the structural design, architectural plan, electrical layout, plumbing and

sanitation of the public market that promotes the efficiency of the market as trading center and

better comfort for the people.

The design is focusing on one-storey building. The design is energy efficient compliant as

to energy efficiency; building color, building envelope, electrical system, mechanical system,

natural ventilation, roof insulator, water; efficient water fixture, material sustainability.

The study is focused on the land area of known ‘pasilio’ and wet market of Baliwag and

does not include the development of other market premises and other commercial buildings around

the site.

This proposed Energy Efficient Design of Baliwag Public Market in Bulacan is focused

only on the structural plan of the building with cost estimation and analysis of loads according to

NSCP 2010. The study does not include traffic management in the market premises, operation and

maintenance of the structure, sewage treatment, market management and comprehensive

construction process on how the structure should be constructed due to time constrains.

Also, the study does not cover the law of land ownership and other land rights from the

market premises.

Review of Related Literature

Relationship of Public Market in Conjunction to the Economic Growth

According to Senate Bill No. 279, “Public Markets is vital economic enterprises and public

utilities, which contribute significantly to the income and general welfare of cities and

municipalities. They provide increased livelihood opportunities and marketing services, and are

usually standard barometers for the level of development of local governments.”

The public market must effectively provide the facility and personnel enumerated by the

National Market Code of the Philippines as concerned the following: sanitation, safety and

security, service area, award and occupancy of stalls, collection and use of market fees, special

market, restriction and administration.

“Public markets are unique economic and social institutions which are increasingly being

viewed as tools to achieve a wide variety of goals. These goals include improved access to quality

food, better marketing opportunities for family of farmers, improving social interaction in urban

neighborhoods, increasing social cohesion, providing employment opportunities to local

communities, creating entrepreneurial environment to increase small business formation, and

enhancing community economic development. These are fairly high hopes for the relatively simple

market institution, with small businesses that continuously compete for survival.” (EConsult,

2007)

For public markets to provide the benefits discussed above, they first must be economically

sustainable, and this often requires some form of external financial support. A key issue in

obtaining public and other funding for public markets is whether the markets can demonstrate that

they deliver economic benefits to the community. (Estimating the Economic Impact of Public

Market)

To deliver the benefits of the public market to the economy it must provide its purpose to

give convenience and have the qualities to be successful. The qualities of a successful market are

right vendor, right location, right mix, right mission, right public spaces, right connections, right

economics, right promotion, right value, and right management. (David O’Neil, Ten Qualities of

Successful Public Market)

Factors to Consider in Establishment and Site of Public Market

The Senate Bill No. 279 also known as National Market Code of the Philippines states the

factors to be considered in site, establishment and sanitation of the local public market.

The site and establishment of a local public market is under Section 5-7. The Bill covered

the rules and regulation to be imposed on the construction of public market. The Section 5 - 6 of

the bill states that “No public market of any kind shall be established except on sites determined

in accordance with the National Building Code, zoning laws, and applicable local ordinances. In

any case no such public market shall be established beside a national or local road if it is deemed

to cause traffic congestion due to the absence of ample parking spaces within the vicinity of the

market area. The design and construction of every public market shall be in accordance with the

provisions of existing laws.”

Service Area or Facilities of Public Market

Storage Areas. Storage facilities such as those intended for ice and cold storage shall be

appropriately situated to facilitate efficient storage and distribution of ice and perishable goods

delivered to the market. (Sec. 28)

Ramps and Stairways. Ramps shall be strategically located for purposes of visibility, near the

approach points to the market structure, and shall conform to the provisions of the existing

accessibility law which requires buildings, institutions, establishment and public utilities to install

facilities and other devices to enhance the mobility of disabled persons. They shall provide

convenient linkages to related functional market activities. Regular stairways shall complement

the market system. (Sec. 29)

Market Aisles. To facilitate mobility, security and safety at all times, market aisles shall be free

from any obstructions. Market officials and personnel and policemen detailed in the vicinity of the

city/municipal markets shall exercise strict vigilance regarding this matter and enjoin strict

compliance with these provisions. (Sec. 30)

Sanitation

According to the United Nations Water, sanitation is defined by professionals as the mean

of promoting and improving the health and hygiene of the people. This includes the

implementation of systems for proper management of human wastes, solid wastes, industrial waste

products and hazardous wastes and drainage for wastewater and storm water.

Promoting health and safety for each stallholder, personnel and consumer through proper

sanitation is a must for every market building. The Code on Sanitation of the Philippines (P.D.

856) follows procedures and regulations to provide good sanitary practices for market buildings.

”All markets and their premises must at all times be kept clean and in sanitary condition to

safeguard the health and safety of the buying public as well as the stall owners, vendors and market

personnel. Facilities for sanitation and maintenance, such as cleaning and elimination of

harborages of vermin shall be provided.” (Sec. 8, National Market Code of the Philippines)

Factors to consider in constructing a market building

The implementing rules and regulations provided and required by the P.D 1096, also known

as the National Building Code of the Philippines, shall be agreed upon in the construction of a

market building. The construction shall meet the following requirements:

1. The floors shall be made with durable water-resistant materials, with beautiful, and smooth

finished, and the surface shall not be slippery and will easily be cleaned.

2. The walls shall be constructed with impervious materials. The surface should be smooth,

even and be painted with light color.

3. Suitable and effective ventilation to maintain a 60% relative humidity and temperature of

26.7°Cshall be applied.

4. Dividing the market into different sections according to the products for sale should be

followed.

5. Stalls shall be provided for every section.

on Sanitation of the Philippines)

Sanitary Facilities Requirements for Markets

Facilities and services to be provided

According to chapter four of the Code on Sanitation of the Philippines, piped water supply

facilities shall be available for every stall and water pipe outlets shall be provided in adequate

quantity for the ease in cleaning of the market building. The supplied water shall be 40 liters/

capita/ day and maintained at 138 KPa and will be adjusted based on the number of consumers.

For the proper drainage, every 46.5 square meters of floor area shall be provided with at

least one drain and a slope not less than 2.05% to the drainage inlet. Drainage pipes shall be at

least 15 centimeters in diameter. The market drainage line shall be separated from the sewer lines.

(Chapter IV, Sec 4.2, Code on Sanitation of the Philippines)

Toilet facilities shall be sufficient in number and shall be available one for men and one for women

(Chapter IV, Sec 4.3, Code on Sanitation of the Philippines)

Septic Tank shall be constructed upon absence of a sewerage system. It should be

constructed with concrete, brick, concrete blocks or adobe not under the structure and 25 meters

away from any water supply sources. (Sec. 75, Sanitation Code of the Philippines).

Solid Waste Disposal

Temporary storages or collection points are spaces to facilitate containment of solid waste

prior to recovery by the municipal collection service. To accommodate the collection service, the

size and space are designed to be efficient. The storage must not come in contact with any run-off

to prevent any leachate (Philippine Ecological Solid Waste Management Act of 2000).

Electrical Illumination Requirements

The outdoor light level is approximately 10,000 lux on a clear day. In the building, in the

area closest to windows, the light level may be reduced to approximately 1,000 lux. In the middle

area it may be as low as 25 - 50 lux. Additional lighting equipment is often necessary to compensate

the low levels.

Earlier it was common with light levels in the range 100 - 300 lux for normal activities.

Today the light level is more common in the range 500 - 1000 lux - depending on activity. For

precision and detailed works, the light level may even approach 1500 - 2000 lux.

Resisting Frames

The Design of Three-Storey Green School Building with Optimized Perimeter Special

Moment Resisting Frames research conducted in Mapúa Institute of Technology considered design

norms: safety, economy, technology and environment. Green design is considered as a big

innovation on the engineering industry, which helps to solve different environmental problems.

The project covered the major areas of engineering; Structural Engineering, Geotechnical

Engineering and Environmental Engineering. The design structure of the study showcases green

engineering. The design features green engineering application which is the use of day lighting,

solar panels, and green roof.

The structure exhibits architectural design with mostly composed of glass facades and

claddings that will maximize the advantage of using sunlight as an alternative source of light to

structures. With the use of day lighting, the structure will minimize the use of electricity for

lighting. The walls of the building will be filled with tinted glass to allow sunlight pass through

the classrooms and facilities during daytime.

For the computations of the cost benefit analysis of day lighting applied to the structure

using nomograph tool, the researchers first define the several parameters that is to be utilized.

These parameters include: Latitude of the project location, Daily Occupancy Schedule, Annual

Daylight Hours, Light Control Type, Illumination Level, Useful Window Ratio, Glazing Visible

Transmittance, Effective Apperture, Depth of Daylighted Zone, Daylit Area and Control

Effectiveness, Potential Energy Savings due to day light, Installed Lighting Load and Annual

Hours of Occupancy. These parameters are defined one after the other using nomographs. The

design, placement, sizing and orientations of glass facades and claddings, and the use of glasses

with 60 fc illumination level and 60% glazing visible transmittance, the structure saves 1/6 or

16.67 % of its annual electric consumption cost for lighting in a 12 hour daily occupancy. Good

lighting takes some basic lighting design principles, knowledge of the equipment and the

confidence to put these principles into practice.

Layouts that balance task, ambient and decorative (accent) lighting

Reflected light from walls and ceiling expands illumination, reduces glare and enhance space.

Task light is essential for best performance

Light is reflected off surfaces. By selecting surface colors and finishes carefully, lighting can

be improved immensely.

Controlling daylight can affect and enhance interior light quality.

Avoid glares at lighting by shielding light sources, selecting appropriate fixtures and locating

them carefully. (Espares, JR; Mayuga, A; Monderin, AC., 2014)

Methodology

First, the researchers conducted brainstorming for the research project and decided what

programs and data must be gathered.

Google Earth Pro was used to locate the coordinates and existing profile of Baliwag public

market in Bulacan. The researchers also use AutoCad 2016 in plotting the architectural plan,

structural plan, plumbing plan and electrical plan of proposed public market.

The existing floor plan of Baliwag public market was requested from the engineering

department of the Municipality of Baliwag.

The researchers based the proposed structural and architectural design from National

Building Code, Green Building Code of the Philippines, Fire Code of the Philippines, Market Code

of the Philippines, National Plumbing Code of the Philippines and NSCP 2010. The electrical plan

was based on Philippine Electrical Code. For the design, existing case studies and ocular inspection

of existing public market were conducted by the researchers.

For the materials to be used in proposed public market, the researchers conducted an

interview in Wilcon Depot Tarcan.

The researchers conducted an interview with Engr. Romeo Santos, the head engineer of

Municipality of Baliwag to gather information from the existing public market.

For the assessment of the problems of the public market the researchers conducted an

interview in Baliwag Public Market Office.

The researchers conducted a survey to the Baliwag Public Market vendors for the estimated

number of consumers, sellers and their operating hours.

For the sanitation documents of Baliwag public market, the researchers requested a copy

and conducted an interview with Mr. Edgar Luna, head of Municipal Environmental and Natural

Resources Office.

This section presents the data obtained from the survey, analysis and interpretation of

results.

Case Studies

Case studies are conducted to analyze the existing local public markets to facilitate their

market and activities. The existing condition of these public markets could be interpreted to help

the proposed public market to be more successful.

List of local structures under case study: Baliwag Public Market, Baliwag, Bulacan; Malolos

Public Market, Malolos City, Bulacan; San Rafael Public Market, San Rafael, Bulacan; Pasig

Mega Market, Pasig City, Metro Manila;

Baliwag Public Market

The Baliwag Public Market is situated in a 7500 square meter parcel land. The existing

public market does not meet the requirements from Sanitation Code and Market Code of the

Philippines.

The interview with Baliwag Public Market Office officials enumerate the following existing

problems:

1. Poor ventilation

2. Roof damages

3. Inconvenient garbage disposal

4. Slippery floors

The market aisles designed for the existing public market is 1.50 meters wide. The floor area of

stalls varies from 5 m² to 20 m².

It shows the rows of stalls with unsanitary walkway. The fish and meat tables lack drain that cause

wetting of flooring.

The allotted road behind the public market was revised and several vegetable stalls are situated in

the road.

The design for the footwear and general merchandise are nine square meters with a ceiling that

can be used as storage.

The market has the following strengths according to observation:

1. It is strategically situated at the middle of the Malolos City, Bulacan.

2. It is a newly constructed structure and a future plan for expansion.

3. It has clean and well ventilated market environment.

4. It is covered by a long span roof with insulation to protect both sellers and consumers from

the heat due to direct sunlight.

San Rafael Public Market

The San Rafael Public market is situated in Cruz na Daan, San Rafael Bulacan.

The reinforced concrete stalls with roll up doors for grains, general merchandise are six square

meter in area.

and G.I. sheet for meat table top.

The market has the following strengths according to observation:

1. It is strategically situated and accessible from the Maharlika highway.

2. It is accessible from various modes of public transportation, such as jeepneys and tricycles.

3. It is a newly constructed structure and with a future plan for expansion.

4. It is clean and well ventilated market environment.

The Pasig Mega Market is one of the well-known public market in the Philippines, considering its

innovative architectural designs to its façade and stalls.

Proposed Number of Urinals

The proposed number of urinals and water closets were based on Code on Sanitation of the

Philippines. Based on the surveyed number of customer per stalls every hour, the number of urinals

and water closets had been identified.

Proposed Design of Baliwag Public Market in Bulacan

This sections shows the architectural, structural, plumbing and electrical plans of the

proposed Baliwag Public Market. The floor plan, and stalls sizes were based on the various codes

enumerated before. The researchers based the proposed structural and architectural design from

National Building Code, Green Building Code of the Philippines, Fire Code of the Philippines,

Market Code of the Philippines, National Plumbing Code of the Philippines and NSCP 2010. The

electrical plan was based on Philippine Electrical Code.

The layout and designs for the structural, electrical and plumbing were shown on the

attached plans.
