Government of Telangana has contemplated Mission Baghiratha, with a vision to provide
protected water supply to every house hold in the entire state. Accordingly the state is being
served with surface water by making 26 segments based on topography of the area to be
served and the availability of sustainable surface source. The work is nearing completion.
The government of India in its constitutional amendment nO.73 and subsequent acts has
devolved the O&M of water supply system to the village panchayats. The O&M of water
supply transmission upto the over head service reservoir (OHSR) at the village (Habitation) is
under the purview of the Telangana Drinking Water Supply Corporation (TDWSC), as the
transmission lines pass through a number of districts before delivering to a OHSR at the
farthest end vide GO referred in 5th cited.
The Telangana Drinking Water Supply Corporation (TDWSC) was constituted for
implementation and Operation and Maintenance of Mission Baghiratha.
Mission Baghiratha is contemplated with the following demand:
1. Supply to rural areas at 100 LPCD
2. Supply to Nagar Panchayats at 130 LPCD
3. Supply to Municipalities at 130 LPCD
4. Supply to Municipal Corporations at 150 LPCD
5. Supply to Industries at 10% of the demand of the segment
At present, the Industries are requesting for the water supply connection either to establish
an industry or for running the existing industry as the water supply pipe lines are passing
nearby their establishments. Some commercial establishments such as schools, colleges,
layouts, gated communities etc., are also requesting for providing water supply connections.
In view of many requests for water supply connections, it is necessary to arrive a procedure
for providing water supply connection and tariff for consumption.
The CE's Committee has opined that the procedure that is being adopted in HMWS&SB, will
be studied, as it is a organisation dealing with similar nature of services within Telangana
state. The CE's committee discussed the subject in two meetings on 24-06-2017, 30-06-
2017 and concluded on 01-07-2017. The Minutes of the Meeting held on 01-07-2017 is
appended in Annexure-4.
From the details obtained from HMWSSB, it can comprehend as follows:
The connections are classified into three categories
I. Individual connections other than covered by categories II & Ill, with max size of
connection as 25mm (one inch)
11. Multi-storeyed apartment complexes and Multi-storeyed buildings, with max size of
connection as 100mm
Ill. Bulk supplies which include gram panchayats, cantonment area, local authorities and
residential colonies (Where Category II is not applicable) and having at least an area
of 10,000 sq. Mts and with min of 50 KLD without fixing max size of connection.
Quantity is arrived at 0.5KLD for each dwelling.
For categories I & II connection charges are levied based on the plot area, where as the for
category III connection charges are levied based on the water demanded by the consumer.
For category 11, the size of connection is arrived based on the no of residential units and at
0.5KLD for each unit.
The procedure for providing water supply connection is as follows:
a. The applicant applies online for connection duly providing the size of connection,
details of the premises and contact details and receives a demand letter for payment
of processing charges payable either at HMWSSB counters or at Mee seva. Upon
payment, a connection file no is generated and the details are posted to mobile of the
concerned Manager (E)/Dy. General Manager(E). The details of officer to be
contacted will be posted to the applicant's mobile.
b. The concerned Manager(E)/Dy. General Manager(E) of the area visits the applicant
premises and checks the viability of providing the requested size of connection along
with the demand and submits the feasibility report online. The applicant receives
SMS alert that feasibility is done and requested to submit documents at Oy. General
Manager (E)'s Office/General Manager (E)'s Office.
c. In case of domestic connection up to 20 mm dia, the Dy. General Manager (E)
verifies the documents and does 2nd level of feasibility and forwards to General
Manager (E)'s office, which in turn does final level of feasibility and raises the
demand note online in which, connection charges details are mentioned. This will
send SMS alert to the applicant for payment of connection charges. Upon payment of
connection charges connection is provided and unique Consumer account number
(CAN) is generated.
d. In case of 25mm of bulk connection the scrutiny of documents and online final
feasibility is done by the General Manager (E)'s area and Physical documents
forward to Single Window Cell (SWC) at the head office. A committee on Single
Window cell comprising of Director Revenue, Chief General Manager (Revenue) and
General Manager (SWC) and headed by the Executive Director will meet every week
and scrutiny the connection files and accord approval. The General Manager SWC
will raise the online demand for connection. Upon payment the connection is given
and CAN No is generated.
The consumption charges that are in vogue in HMWS&SB are as follows:

The procedure finalised in CE's committee and proposed to be adopted for TDWSC is
as follows:
PROCEDURE FOR PROVIDING WATER SUPPLY CONNETION UNDER MISSION
BHAGIRATHA
1. An applicant applies for water supply connection online through Mission Bhagiratha
website in the prescribed format (Annexure-5) along with the following:
a. Address of the premises
b. Contact person/Institution name and phone number
c. Requested Demand
2. A unique connection number is generated and will pass SMS to concerned Oy.EE,
EE and SE.
3. The Dy.EE/AEE shall inspect the premises and do the following:
a.) Verifies the documents submitted by the applicant such as Ownership deed/property
tax receipUAadhaar card/electricity bill. If none available the applicant is asked to submit
the duly filled Affidavit typed on judicial stamp paper (Annexure-3).
b.) Categorisation of connection is finalised amongst the following
I. Category -I - Domestic Individual - connections inside village panchayat and provided
from the distribution line. (size of connection 1f2"and%")
ii. Category -11 - Multi storied Apartment complex and multi storied buildings.
The following clauses are applicable (size of connection %"and 1")
(a) Apartment complexes (residential or not), falling under the scope of Andhra
Pradesh Apartments (Promotion of construction and ownership) Act 1987, having
two or more floors and total plinth area constructed including common areas is
more than 600 Sq.mt. with multiple owners
(b) Any premises with at least one building having two or more floors and total plinth
area constructed in the premises are not less than 1000 Sq.mt.
iii. Category -Ill - Bulk- Connections with min of 25 KLD and Min size of connection
50mm. (size of connection 2"and more)
iv. Category - IV- Non Domestic (Including commercial and industrial) connections -
Non domestic connections including industrial and commercial which is less than 25
KLD and falls outside the Village gram panchayath. (size of connection W', %"and 1")
v. Category -V-Gracious connections - All Government institutions such as govt
hospitals, govt educational institutions, govt. Hostels, police stations, religious places
and old age homes etc will be provided a halfinch connection free of cost, but the
consumption charges are levied as per their category.
c.) Feasibility of providing connection:
The Format for feasibility as given in annexure-1 - and checks the following:
i. Finalise the size of connection to be provided as requested by the applicant, as per
category and as per availability in the field duly taking into considerations of future
requirements
ii. The main from which the connection is provided weather distribution main or
transmission main. In case of transmission what precautions taken for non
interference of the connection provided in the carrying capacity of the transmission
main. In case a separate improvement line taking into consideration of future demand
in the vicinity has to be laid, the cost of such proposal shall be charged to the
applicant as improvement charges in the connection charges of the applicant.
iii. It is also to be checked weather the connection is given within the Grama Panchayat
boundary or outside.
d.) Connection Charges.
i. Category 1- Domestic Individual - Connection Charges are: for 1f2"- Rs 4,000/- and
for %" Rs, 10,000/- respectively. These charges are collected towards the material
and labour for giving connection, as it is difficult to procure and store the material
such as flow control valve and compression fittings of standards as specified by the
dept, by the village panchayats and also eliminating the possibility of drilling the side
bore for giving connections, due to which the flow control valve will not work and will
have an impact on the neighbourhood connections. The connection charges are
calculated for 6.0m length of connection. If the length of connection is more than 6.0m
the additional cost of which shall also be levied in addition to the said connection
charges. Max length of connection that can be given from distribution line is 30.0m
ii. Category -11 - Multi-storeyed Apartment complex and multi-storeyed building

connection 2"or more. These connections are generally not provided on distribution
main. The connection charges are levied based on the agreed qty. Generally 0.5
KLD per residential unit is considered for arriving the demand for residential areas.
The following rate per litre of agreed qty may be levied as connection charges.

The connection charges of Rs. 4000/- towards material and labour charges for providing
connection.
The applicant is intimated through letter of intimation for payment for giving water
supply connection or rejection duly intimating the reasons for inability to provide
connection. The letter of intimation shall also have the terms and conditions as per
annexure -2
Once the applicant has paid the requisite connection charges, connection to be
released by the officer and connection is executed through an agency enrolled with
the organisation under the supervision of the departmental officers. The department
will release the payment to the agency towards connection charges i.e. Rs.4000/- for
'12", 10,0001- for %", 15,000/- for 1" and as estimated in case of bulk connections.
Once the connection is given it is to be intimated to the village panchayat (if the
connections fall under village panchayat for O&M) and for others a unique consumer
account number (CAN) is generated. For bulk connections to the village panchayats
also a CAN no will be generated enabling to raise monthly demand of consumption
charges.
The Consumption charges are as follows:
i. Category 1- Domestic Individual - under the jurisdiction of gram panchayat, Gram
panchayat will fix the tariff.
ii. Category -11 - Multi storied Apartment complex and multi storied building
The connections that are not under the jurisdiction of Gram panchayat the following
charges are levied

proposed connection charges.

ERMS & CONDITIONS FOR SANCTION OF WATER SUPPLY CONNECTION
1. Connections shall be sanctioned subject to technical feasibility and as per the rules
and regulations issued under the TDWSC
2. Sanction of water supply connection shall not confer any right or evidence to the
applicant with regard to ownership of the premises to which they are sanctioned.
3. The applicant is required to acquaint themselves with the relevant rules and
regulations in force from time to time which are to be followed.
4. To pay initial non-refundable and non adjustable charges towards processing the
application
5. To pay connection charges as shown in the intimation letter, with the prescribed
period.
6 To construct sump having storage capacity to store water for 2 days requirement and
meter chamber before connection is released
7 To construct Rain Water Harvesting structures a per specification
8 The TDWSC is not liable when the supply reduced or not made in certain
circumstances.
9 In all cases bulk supplies where the monthly demand /consumption exceeds 750 KL
the consumers are required to enter into agreements with TDWSC for supply of
water.
