CONSTITUTION FOR MANKIND
Resolution
Upon listening and discussing and being acquainted also with reports addressed to the section
of scientists from Russia, USA, Australia, Byelorussia, France, Brazil, Switzerland, Germany,
Canada, Serbia, Mexico, Israel, Costa-Rica, Japan, the Hawaii Islands, Ukraine, Turkey,
Lithuania, Algeria, Bolivia, Cameron, Latvia, Palestine, the United Kingdom of Great Britain,
India, Argentine, Austria, Rwanda, Nigeria, Tajikistan, Guatemala, Georgia, New Zealand,
China, Peru, Slovenia, Kazakhstan, Ireland, Spain, Scotland, Norwegian, Liberia, Hanna,
Salvador, Pakistan, Nicaragua, Nepal, Chekhia, Bulgaria, Azerbaijan, Mauritania, and others
(more than 50 countries totally) at section 5 of the World Forum of Spiritual Culture (Astana,
18-20 October) and upon considering their opinion on the noosphere development
perspectives of the humanity whose consumer behavior of the planetary community is
changing towards the Earth bio-sphere, the participants are stating the following:
- The civilization is rapidly entering a
crisis phase of the cosmic cycle
evolutionary shift on the Planet caused
due to a change of biosphere qualities,
an inner and outer life of the entire
humanity.
-Since the planetary civilization
has been transformed by historical
development into a powerful bio-
geological force being able to
misbalance all main cycles and
Biosphere structures and the cosmic
containing medium, therefore a strong
necessity of the Humanity, Nature and
Cosmos activity patterns and interrelations to be harmonized has been occurred.
- The main epoch problems put a task for the humanity to integrate immediately all of the
intellectual powers for setting out the World Strategy and Constructive Program of Humanity
Survival and development in favour of all peoples, regions and the very Planet Earth itself.
- Global problems and the very system crisis character claim for a scientific resources’
concentration at the noo-sphere thinking to be resolved optimally.
- Main path for a life quality to be constructed in the new age will be a regular reverse to
the holistic worldview which was true for the ancient wisdom and the Russian Cosmism School
based on the spiral development law and represented by names which belong to the entire
humanity “golden fund” such as (Feodorov N.F., Florensky P.A., Tziolkovsky K.E., Vernadsky
V.I., Chizhevsky A.L., Rerich N.K., Kaznacheyev V.P. and others) who considered the Universe,
biosphere and human being as a single system with direct and reverse ties of interrelation and
regulation mechanisms of Human being and Cosmos.
- Comprehension of interrelation ethics between the Human Being and Nature is the most
important noosphere thinking realization tool. Legal mechanisms of a new international
Legislation Law based on nature conditioned factors which are forming a living activity of
Humanity and the entire living world may become its practical implement means.
- Initiatives suggested by scientists of different countries on the noosphere transformation of the
relations on the nature resources application in favour of a sustain development of states have
become a certain push towards international meetings of NGOs to be organized which call for a
peaceful and wise humanity existence on the Earth which is strategically conforming the
interests of current and future generations.
- V.N. Vernadsky’s Noosphere
teaching being developed by
modern scientists and education
experts recognizing an experience,
human being knowledge as a
foundation of the generation living
capacity, a mechanism of living
activity and world learning, is
attaining the characteristics of a
basic socio-eco-economic platform
of the development of an inter-
dependent planetary peoples’
community.
That is the reason of the necessity
for a duly formation and
approbation and then an implement
of the fundamental and applied noosphere education without which the humanity will not
overcome its nature destroying activity, its biological illiteracy and threat to civilization collapse.
- A Strategic Development Program of Kazakhstan Republic is based on fundamental scientific
and cultural socio-eco-economic projects of modern scientists. Such a platform is a basis to
mitigate threats and risks of sovereign state globalization, a foundation of strategic sustain
development of Kazakhstan.
- noosphere civilization development and innovative socio-economic systems creation should be
based on technologies which are breaking through and ecologically safe in all spheres of the
living activity. It allows for polluted areas to be healed and for a transition period for society
from unstable models to sustain models of the production and consume to be activated.
-The territories of the North, Siberia, Altai may become one of the first model regions in Russia
for socio-eco-economic scientific technical achievements to be realized. For the realization of
these ideas it is worthwhile also the territory of Kamchatka and, out of post-soviet sovereign
republics, Kazakhstan Republic which has adopted a 2007-2024 conception for a state sustain
development transition are to be taken into consideration.

It is necessary for people of the world, especially for those who are forming and implementing
political, spiritual, labour and other decisions on the demographic and people’s living activity, to
be called to be guided under a noosphere approach including the ones expressed in Russian
cosmists’ works (Tziolkovsky K.E., Vernadsky V.I., Chizhevsky A.L., Kozyrev N.A.,
Kaznacheyev V.P. and others) and in the NOOSPHERIC ETHICAL-ECOLOGICAL
CONSTITUTION FOR MANKIND.
On the results of the participants’ suggestions collection of the World Forum of Spiritual Culture
(section 5) “Global Strategically Initiative of World Civil Society: NOOSPHERIC
ETHICAL-ECOLOGICAL CONSTITUTION FOR MANKIND” and also regarding the
analysis of the reports addressed to the section by representatives of more than 50 world
countries before the beginning of the forum the following decisions have been taken:
- to accept an idea of the humanity
on the Earth to be integrated into a
cosmic proved single noosphere
civilization, as a basic condition for a
transition towards the noosphere
society;
- to adopt a discussed legal brand
new document – the Noosphere
ethical-ecological Constitution for
Mankind for a foundation. And after
revising it with the World Forum of
Spiritual Culture to be considered, to
suggest the Noo-Constitution is to be
discussed at the conferences of the
NGOs of the World at ECOSOC of
the UN for further developments of the main ideas of the document and for a start for main
regulations to be realized;
- to appeal for peoples and states, interstate alliances and international world
organizations to follow in their activity principles of universality of the energy-information
interaction between nature and society suggested in the Noosphere Constitution for Mankind
conception;
- to approve an idea of the WFSC participants who had proposed for a discussion the Draft of the
NOOSPHERIC ETHICAL-ECOLOGICAL CONSTITUTION FOR MANKIND, a model of the
noosphere economics and politics, noosphere monitoring indicators of sustain development of
crisis territories as a tool for a civil international community interaction with political leaders of
all possible ranges including the ECONIMIC AND SOCIAL COUNCIL (ECOSOC) of the UN,
the World Council of sustain development enterprisers (WCSDE), PROON and UNEP;
- to support the Noosphere Spiritual–ecological World Assembly (NSEWA) suggestion on the
noosphere power branch to be established in power structures of the world countries which will
be responsible for spiritual-ethical climate of the country to be formed with its national
traditional and modern scientific world view paradigm to be considered;
- to support an initiative of the participants of section 5 on the World Peoples’ Parliament of the
UNO to be established. The World Peoples’ Parliament may become a Center of the noosphere
establishment to be realized at the planet as a special and coordinating and controlling
“headquarters” created by the big international organizations participation; to suggest for the
World People’s Parliament to assist for a modern worldview paradigm based on the Russian
Cosmists’ Teaching to be set up (Teaching of Vernadsky V.I., Tziolkovsky K.E., Kozyrev N.A.,
Kaznacheyev V.P. and others) aiming for a scientific basis to be supplied for creating a new
cosmos-planetary ideological doctrine integrating the peoples;
- to support Kazakhstan initiative on
World Forums of Spiritual Culture of
planetary peoples to be held regularly;
- since military expenses of the world
countries (i.e. humanity natural living
basis destruction expenses) exceeds 27
times an expense for ecological
recover, to support the World Noo-
sphere Spiritual Ecological Assembly
suggestions approved at the following
world summits: The Earth Peoples’
Forum (Johannesburg, 2002), the
World Exposition EXPO-2005 (Japan,
Nagoya, 2005), at the Second
Planetary Congress on biosphere rights (Brazil, 2006) about a Stabilization Fund “Living Earth”
to be founded with invest at the most 1% of the money they allocate for defense purposes
instead in this area. These means are to be used for recovering the planet destruction after
consequences of the military conflicts, household human activity, for mitigating and reducing the
consequences of ecological calamities, terrorist acts and etc. The Fund activity control is to be
run through UN ECOSOC. “Living Earth” Fund is to be established at the World Peoples’
Parliament.
- to proclaim 2013 as the World Year of Vladimir Ivanovich Vernadsky devoted to the 150-th
anniversary of the creator of the noosphere conception of civilized humanity development under
UNESKO aegis and other concerned parties in the framework of a future World Forum of
Spiritual Culture to be prepared;
- To establish “The Noosphere” international bonus named after Vernadsky V.I. with a
monetary prize and a special sign “The Golden Integral” to be rewarded by the “Living Earth
Fund MAES for the best conception of the noosphere humanity development excluding military
oppositions. The bonus is to be rewarded once a year on the birthday of Vernadsky V.I. (on
March, 12). The amount of money reward is to be defined after the fund registration from the
resources accumulated by the collection received from the military institutions of different
countries.
- to support initiatives of the Russian Education Academy Smolny Institute (St-
Petersburg): a) to establish an Assembly of Higher Education Institutions of noosphere
orientation ; b) to implement a noosphere paradigm of development of sciences, knowledge to
educational institutes; d) to prepare serials of studying materials on noospherology bases.
- to support a proposal of the Coordinating NSEWA College on “The Noosphere Herald”
magazine and “The XXI Century Noosphere” encyclopedia almanac to be published ( a science-
editing almanac council is to be formed out of distinguished scientists-noospherologists and
political leaders of noosphere orientation).
- to support a proposal to celebrate annually October 19 as the World Day of Noosphere;
- to dispatch the Resolution of WFSC to the UNO, UNESKO, the European Council, to leaders
of countries, international organizations for mutual realization;
- to call people of the entire world, especially those who are forming and implementing political,
spiritual, labour and other decisions concerning the state of our planet and people’s living on it,
to be guided under noosphere approaches in their activity and act in favour of common
reasonable sense rescuing life of humanity and the living world.
- to recommend people of culture, education, science, techniques, health care, people of politics
and public people of planet to start regulations and principles of NOO- CONSTITUTION to be
applied in their daily life.
