1.0 SCOPE:
1.1 This Method Statement outlines and defines responsibilities within JEC Organization
in co-ordination with SNC-LAVALIN INTERNATIONAL for the execution of all
preparatory works and works related to Electrical and Instrument Cable Installation
on INSTALLATION OF A/G SEAWATER SYSTEMS & METAL PIPING;
EQUIPMENT INSTALLATION.
1.2 This Method statement shall be treated as generic one for Electrical and Instrument
cable Installation works on INSTALLATION OF A/G SEAWATER SYSTEMS &
METAL PIPING; EQUIPMENT INSTALLATION, and as a guide line for the
detailed planning, safety and actual execution sequences, which will be tackled,
further during the course of project.
2.0 PURPOSE:
To ensure that all information, material, tools, equipment, manpower and adequate
supervision are available during execution of Electrical and Instrument Cable Installation.
Also to ensure that work steps area analyzed and all safety measures are taken so that work
can be done in a safe and timely manner.
3.0 DEFINITIONS:

5.0 RESPONSIBILITIES
5.1 Company / Operations are responsible for identifying any possible hazards due to
operations or maintenance activities of plant and equipment in the vicinity of new
INSTALLATION OF A/G SEAWATER SYSTEMS & METAL PIPING;
EQUIPMENT INSTALLATION.
5.2 Contractor will provide positive confirmation of all works carried out in
INSTALLATION OF A/G SEAWATER SYSTEMS & METAL PIPING;
EQUIPMENT INSTALLATION and comply with approved ITPs.
5.3 JEC shall employ professionals with good experience for all installation activities,
ensuring best workmanship while taking into account all required safety precautions.
5.4 Project Electrical Supervisor is responsible for implementing this Method Statement.
Safety Officer is the custodian of the HSE procedure. He is to assist and monitor
supervision compliance with the procedures.
6.0 PROCEDURE : CABLE INSTALLATION:
6.1 GENERAL:
Apply for appropriate PTW and Work Start.
All cable Drums received at laydown area/site shall be inspected, handled and stored
properly. All drums will be continuity and insulation tested prior to going to site.
Inspection and Testing of cable continuity & insulation shall be conducted by the site
Engineer / Supervisor, prior to taking off the cable drum.
Verification of inspection, checklists and test shall be JEC QC witnessed, recorded
and signed and witnessed by SNC-LAVALIN / CPY QC.
Test equipment shall have valid Calibration Certificate.
The Installation shall comply with QATALUM specifications. The Contractor shall
ensure his personnel have full knowledge of these and also which techniques are
being used.
Cable routes passing through outside walls of buildings via transits shall be sealed on
completion of the installation to prevent the ingress of water and dust into the
building. Where fireproof seals or hazardous area boundaries are involved the
method of installation will be defined in the design documentation.
Where cables are temporarily laid or stored for a small duration and or cable routes
pass through floors etc., mechanical protection shall be provided to prevent cable
being damaged.
The Earthing, continuity and insulation of metal screens in cables shall adhere to the
design project design documentation.

No cable shall be bent to radius less than the manufacturer’s recommendation as
defined in their catalogue or on the relevant data sheet.
The minimum spacing between instrument and power cables, as defined in
QATALUM Specifications for Instrument Installations shall be strictly adhered to.
Any deviation/exceptions to the requirements of the project specifications and
drawings will require prior approval by JEC/SNC-LAVALIN and Company via an
officially issued field design change.
6.2 CABLE INSTALLATION
The site supervisor shall ensure that the individual cable lengths are taken from the
designated drum using the cable drum schedule.
Cables shall be identified properly according to engineering documents.
Cable tagging to be as per installation drawings.
Throughout the cable pulling process, the Site Supervisor shall ensure that is not
exposed to mechanical, physical damage. Where instrument signal cables are run in
parallel with power carrying cables, ensure that segregation shall be maintained in
accordance with project specification and drawings.
Where instrument cables cross power carrying cables, ensure that they shall be
arranged to do so at right angles and minimum spacing shall be in accordance with
project specification and drawings.
Where instrument and power carrying cables are run in the same trench, the run shall
be inspected to ensure separation is as per typical installation of cables.
Ensure that on completion of lying, individual cable lengths are re-tested for
resistance and insulation resistance as per ITP witnessed and recorded by JEC QC
and witnessed by SNC-LAVALIN / CPY QC.
Where cables must be installed on cable trays, cable trays must be installed complete
before pulling cables except with prior approval of SNC-LAVALIN.

7.1 JEC supervisor shall be assigned to work full time during the complete Electrical and
Instrument Cable Installation and shall ensure availability of a valid work permit
(SNC-LAVALIN) signed by the concerned authorized operation supervisor. Permit
to work requirements shall be reviewed and discussed at work location, prior to
commencement of the works via tool box Talks / Start Card Talks. PTW and PTW
holder will be at work site at all times work is in progress.
7.2 A Job Hazard Analysis shall be prepared and submitted to the SNC-LAVALIN / JEC
Safety manager prior to starting the work, and attached to the work permit.
7.3 Every access/exit will be kept free from obstacles, materials, equipment, etc.
7.4 Temporary safety signs shall be provided at all access/exit routes, etc.
7.5 All equipment/machines shall be fitted with spark arrestors and fire extinguishers and
inspected and tagged by JEC Safety.
7.6 Proper illumination of the work area and access/escape/exit areas shall be provided
while working at night.
7.7 All activities should be stopped immediately in case of emergency and work permit
to be revalidated before to start the activity again.
7.8 Ensure that working area is free from cloths, rubbish, tools, wooden planks, boxes,
etc. and is kept in a clean and tidy manner.
7.9 JEC shall maintain well housekeeping standards at all times.
7.10 Cellular (mobile) phones shall not be used in process and loading areas (QATALUM
existing plant).
7.11 Proper safety training shall be provided to personnel who will be working in
hazardous area (training such as H 2S Induction Course) as per QATALUM
Requirements.
7.12 All installation and construction work shall be in compliance with Project Safety
Procedure.
7.13 All SNC-LAVALIN approved PPE shall be made available and worn at all times.
7.14 Barricades, warning tapes, signs, etc. shall be posted, as per project specifications, to
prevent entry to unauthorized personnel into the working area.
7.15 Ensure that the access way is clear and does not present any tripping hazard.
7.16 Ensure availability of appropriate communication equipment.
7.17 Check and verify escape routes and muster points in the vicinity of the work area.
7.18 All lifting gear, material handling equipment, small tools etc. shall be duly certified
and appropriately color coded. Ensure that all lifting gear is compatible with the
weight of the cable drum to be handled.
7.19 All Lifting gear and their operators shall be third party certified and inspected before
every use by a competent person.
7.20 All riggers shall be third party certified.
7.21 The cable drums shall be properly secured on the transport between the lay down
area and the site location.
7.22 Loading / Off-loading and movement of cable drums shall not be carried out under
adverse weather conditions.
7.23 A “Start Card” shall be used before the work starts.
