THE BASIC DEFINITIONS OF
JOB TITLES
THE SCIENTIST
A person is engaged in investigating,
discovering, and explaining why things appear
or happen as they are, and then formulating
theories, principles or course of action, that
person is doing scientific work. He is normally
called a scientist in doing his job. A person
need not have a PhD in any discipline to be
called a scientist. There are many scientist
even in large research organizations that do not
have a PhD. just as there are many PhD's that
are not scientists. Not all people doing research
work are scientist.
THE ENGINEER
A person who uses his scientific knowledge
(theories in basic sciences) in getting things
done or in translating theories into practical
things. An engineer put into practice,
applications, theories, data and formulas
discovered by scientists. An engineer designs
things, devices, gadgets, structures, systems,
formulate procedures, and or make plans on
how to resolve non-recurring technical
problems. Recurring or predictable problems
are generally handled by a technician based on
the designed action plans made by the
engineer.
THE TECHNICIAN
A person who is familiar and good in the
technique or art of doing things designed and
formulated by the engineers or scientists. A
technician is an artist, a craftsman, a skilled
worker belonging to a discipline. He generally
operate, maintain, monitor, repair machines,
equipment, devices, gadgets, and systems. He
works very closely with engineers. They are the
extra hands of the engineers or scientists.

THE RME LICENSURE
a) Is a citizen of the Philippines;
b) Is at least legal years of age;
c) Is of good reputation with high moral
values;
d) Has not been finally convicted by the
court of an offense involving moral
turpitude;
e) Has satisfied any of the following
conditions:

1. Has completed a four-year course in Bachelor
of Science in Engineering Technology or
Industrial Technology Major in Electrical
Technology from a school recognized by the
Philippine government and, in addition has a
subsequent specific track record of one (1) year
experience in electrical wiring and equipment
installation, operation and maintenance of
power, utilization devices and equipment; or
power line installation and maintenance, or
substation installation, operation and
maintenance;

2. Has completed at least four (4) years of a
five-year Bachelor of Science in Electrical
Engineering (BSEE) program from an
engineering school recognized by the Philippine
government and, in addition has a subsequent
specific track record of one (1) year experience
in electrical wiring and equipment installation,
operation and maintenance of power, utilization
devices and equipment; or power line
installation and maintenance, or substation
installation, operation and maintenance;

3. Has completed a three-year Certificate
Course in Electrical Technology from a school
recognized by the Philippine government and, in
addition, has a subsequent specific track
record of two (2) years experience in electrical
wiring and equipment installation, operation
and maintenance of power, utilization devices
and equipment; or power line installation and
maintenance, or substation installation,
operation and maintenance;

4. Has completed a Senior High School under
the K-12 Program majoring in Electrical
Technology from a school recognized by the
Philippine government and, in addition has a
subsequent specific track record of five (5)
years experience in electrical wiring and
equipment installation, operation and
maintenance of power, utilization devices and
equipment; or power line installation and
maintenance, or substation installation,
operation and maintenance;

5. Has completed secondary education and has
completed a separate but relevant technical
education and skills training program with
corresponding certificate of competency.
Provided, however, that the applicant has a
specific track record of at least seven (7) years
of experience in electrical wiring and
equipment installation, operation and
maintenance of power, utilization devices and
equipment, or power line installation and
maintenance, or substation installation,
operation and maintenance.
