To complete the installation of digital CCTV system as per project specification and
authority requirements to ensure that the installation complies with contract
requirements and in operational within industry and manufacturing tolerance.
2. Purpose:
The purpose of this procedure is to define the step by step method to implement the
correct practices for the pre- commissioning and commissioning of (CCTV system from
GANZ), the guidelines herein as to ensure that the job execution with the project &
authority requirements-specifications and serves the intended function to satisfactory
level.
3. System Components List:
Cameras (Dome, Fixed, Bullet, WDR ... etc.)
NVRs.
Cables (Copper & Fiber)
Storages.
Monitors.
4. Tools & Equipment:
Portable Hand-Tools.
Step Ladder.
Multi-Meter.

Approved shop drawings for floors layouts from consultant and related

6. Responsibilities:
6.1 Project Engineer:
6.1.1 Ensure that all activities are carried out according to the
specifications and approved shop drawings.
6.2 Forman:
Carried out the work and the proper distribution of all the available recourses
in coordination with the site engineer on a daily basis.
Continuous coordination and following site engineer instructions to meet
quality requirements during the job execution.
Incorporate all the QC and safety requirements as requested by consultant.
Report to the site engineer on daily basis.

7. Safety:
All the tools to be used shall be inspected for condition and ensure that all
electrical connection is proper and safe.
All persons involved in the scope of work shall be inducted prior to starting of
the work and tool box talk shall be given for the particular activity
Safety perimeter railings and safety access shall be provided prior to starting
steel reinforcement works and other succeeding and related activity.
Proper PPE shall be provided to all the workers who will perform concrete
pouring works.
The entire work shall comply with the requirements under the approved HSE
and management plan.
8. Pre-Commissioning Procedure for CCTV System:
Ensure that CCTV system field devices (Cameras) & panels installation is
complete and approved.
Ensure that no damages have occurred installation and pre-commissioning.
Repair the damaged components if any.
Ensure the complete link products are in-place such as cables, cables
connectors & patch panels (Copper & Fiber Cables).
Ensure the number of different type of cameras, NVRs & monitors are as per
the approvals.
Ensure the cameras are fitted with appropriate size of lens to offer appropriate
coverage.
Ensure the cameras are tagged and identified properly.
Ensure the availability configuration and software settings of the cameras.
Ensure that the cables are secured well into the connections to avoid data loss
or system misbehavior due to any loose connections.
Ensure that each camera connection is tested for proper image using
appropriate instrument.
Ensure that the number of NVRs is in tune with the number of cameras.
Ensure that the NVRs are provided with enough hard disk’s capacity and speed
as specified.
Ensure that the key-pad is provided with PTZ control if any.
Ensure that all active components are installed for proper function as stated in
the installation manuals.
Ensure that active components are used for the interface with authority (MCC).
Ensure the software available is for the latest version.
9. Commissioning Tests:

9.1 Cameras:
Verify that the camera produces a clear picture with a resolution no less than
that specified.
Verify that the camera maintains a clear picture and automatically
compensates for changing light conditions including day/night change
Verify that cameras have wide dynamic range installed where specified and
operate to prevent camera blinding.
Verify that cameras provide complete and correct coverage of the area
specified.
Verify that pan, tilt and zoom (PTZ) cameras are fully controllable and function
correctly including camera presets.
Verify that pan, tilt and zoom (PTZ) cameras are able to perform camera call
preset positions by simulating an event alarm.
Verify that areas of the camera view may be masked to prevent unwanted
alarm activation.
Verify that cameras have been fitted with anti-tamper devices.
Simulate a tamper alarm and verify that the correct signal is transmitted to the
operator workstation.
Simulate a video feed fault and verify that the correct signal is transmitted to
the operator workstation.
9.2 Work Station:
Where cameras are alarm activated and have been interfaced with a security
operator workstation, verify the following functions:
Alarm activation.
Manual control of cameras.
Automatic sequencing and control of cameras.
Reporting.
Verify that historical data reports may be generated in less than five (5)
seconds.
Site plans showing all relevant features.
9.3 Digital Recording:
The following tests shall be performed for the digital IP CCTV system software:
Verify that adequate data storage capacity has been installed on the
workstation as specified;
Verify the system hardware supplied meets the minimum specifications;
Verify the following functions for the digital IP CCTV system software:
Record;
Stop;

Play;
Pause;
Rewind;
Fast forward;
Frame by frame.
Activate an alarm area then verify that the correct video data is recorded by
the system
9.4 Monitor Defects:
As minor defects are identified during the commissioning tests, each defect shall
be rectified before proceeding to the next test. The camera associated cabling,
control equipment or software that was found to be defective will be recorded in
the commissioning report and rectified. Once rectification is complete, the
equipment shall be retested and the results recorded in the commissioning
schedules.
10. Testing of UTP Copper Cables:
All transmission testing shall be performed with an approved UTP field tester which
shall be factory calibrated by the field test equipment manufacturer. Calibration
certificate shall be submitted for CONSULTANT approval.

Backbone Basic Link Model
Horizontal Channel Test Model
Backbone Channel Test Model
Following transmission parameters shall be tested for the installed structured cabling
system using the field tester:

11. Optical Fiber Testing:
Verify the integrity of all optical fiber link including single mode and multimode fiber
cables using the following tests:
Continuity test
ATTENUATION test
Testing shall include but not limited to the following:
Link loss measurements
Fiber Attenuation (dB/KM)
Splice and connector loss.
Reflectance and optical return loss measurement
Length measurement.
Test equipment shall be:
Laser source.
Power Meter.
OTDR shall be a multi tester with built in power meter, equipped with laser source,
suitable for any field testing and shall be with data storage and PC emulation software.
All test equipment shall be factory calibrated by the field test manufacturer and
calibration certificate shall be submitted for CONSULTANT approval.
12. Optical Fiber Testing:
When the system is complete, an operating and maintenance manual must be handed
over to the customer. This should contain a copy of the agreed specification and
equipment schedule, and will form the basis of the commissioning procedures and tests
to be carried out. The manual should contain a copy of all manufacturers’ data and
installation specifications. The aim should be to provide the customer with sufficient
information to be able to have the system maintained by any competent company in the
future.
An important aspect of commissioning the system will be to record all programming and
equipment set up procedures that have been carried out. These will need to be included
in the final operation and maintenance manual that will be handed over on completion.

A Camera Installation & Testing Overview
1 The system installed is in strict accordance with the agreed specification ¨
2 Cable has been checked for continuity and is terminated correctly using proper connector ¨
3 The resistance of the single loop cable has been tested according to the standard industry practices ¨
