PROCEDURE FOR SECURITY PERSONNEL


WHEN FIRE ALARM IS ACTIVATED

Purpose: The purpose of this procedure is to outline the detailed steps for all security
personnel in handling fire alarm situations in an effective and efficient manner
such as to prevent looting, injuries, panic among workers, patients, watchers
and visitors.
Introduction:  
When the Fire Alarm sounds, act immediately to ensure your safety. The Fire Alarm
System is designed and engineered to provide you with an early warning to allow you to
safely exit the building during an emergency situation.

Section 1: When Fire Alarm is Activated

Security personnel must never ignore or assume the alarm is false or the result of a test. Consider
all fire alarms as real.

1. Immediately silence the alarm or put the alarm switch in silent mode. Do not immediately
reset.
2. Ascertain from fire alarm panel the exact location of the alarm.
3. Security Personnel at the East Wing/ West Wing/ Emergency Room must inform the
Control Room personnel on duty on the details of the alarm. Enter the Incident on a
logbook.
4. Control Room Duty personnel must direct the East Wing/West Wing Roving Guards and
the Engineering Department to conduct immediate search of the affected zone and
location of the alarm.
5. Control Room Duty Personnel will also inform the Safety and Security Department
Manager and Safety officers of the current situation via radio transceiver, telephone or
mobile phone for updates.
6. Roving Guards will conduct immediate search and inspection of all areas under the
affected zone and advise situation to the Control Room duty personnel for updates.
7. Emergency Coordinator remains at Reception /Control Room/ Fire Alarm Panel and closely
monitor the incident.
8. Security / responding personnel from the Engineering Department will report whether it is
a false alarm or a real fire.
9. If it is a False Alarm – Security Personnel manning the Fire Alarm Control Panel shall reset
the Fire Alarm Panel
10. The Fire Alarm Control Panel shall be switch back to normal function immediately after the
fire alarm incident.
11. Security personnel on duty shall record the incident on the logbook and prepare an
Incident Report to be submitted within the shift or the following day to include the
following information:
 Date and Time when the alarm is activated

 Cause of the Alarm ( faulty smoke detector, sanosil operation, smoking, accidental
activation of fire alarm bell, etc)
 Location of the alarm (Zone, Building Number, Floor No., Room/Office)
 Smoke Detector that triggered the alarm and its Identification Number
 Responding Personnel from the Engineering and Security personnel
 Response Time (time of call, time of arrival of responding personnel, etc.)
 Time when the Alarm was reset

Section 2. Upon discovery of the Fire

1. When fire alarm is confirmed to be real, or upon discovery of the fire, immediately inform
the Control Room duty personnel of the exact location and the nature of the fire.
2. Upon confirmation, the Control Room must inform the Information Office (Dial Zero) and
request to declare Red Rose Zebra including the exact location of the fire.
3. Control Room must immediately inform the Safety and Security Department at Local 465
or through Radio Transceiver / Mobile Phone and the Engineering Department at local 317
/ 451 /766 for immediate response.
4. Control Room will also call the local fire department via telephone by dialing 1600 or 117
for immediate assistance.
5. Roving personnel, upon reporting the exact location of fire shall initiate firefighting to
contain the fire using the fire extinguisher available nearby. He shall remain in the nearest
fire scene possible in order to closely monitor the situation and be able to provide
updates. He should also serve as guide for the responding firefighters.
6. All duty personnel assigned at the entrances shall keep all exits open to facilitate smooth
flow of traffic during evacuation, prevent stampede and looting.
7. All perimeter guards shall see to it that all incoming traffic are effectively controlled and all
roads are clear from obstructions for the incoming Fire Trucks and other emergency
vehicles. They shall not allow anybody to enter the building without authority and except
when they are part of the authorized responding personnel.
8. They should continue to remain in their post until the “All Clear” announcement is
declared officially.
9. Record all incidents and submit incident report to the Safety and Security Department on
the following day.
