COMPREHENSIVE PROJECT PROPOSAL
I. PROJECT DESCRIPTION
Project Title/Name : Drainage Nets as the Innovative Filtration System
Project Type : Drainage Nets Installations
Project Component : The proposed project will include the materials
used to install drainage nets.
II. PROJECT STATUS
The project is proposed to prevent pollution of the nature reserve.
II. PROJECT JUSTIFICATION
1. Project Background
According to a World Bank report, the Philippines generates 2.7 million
metric tons of plastic waste annually, much of it in the form of unrecyclable,
single-use sachets. It was also estimated that the Philippines consumes a
staggering 163 million sachets daily and cities around the world suffer from the
same pollution problem.
Last year Desilting continues in the canals and estuaries in the town. Led
by Brgy. Poblacion Punong Barangay Evangeline Pascua Guzman and in
collaboration with the local government of Kabacan. Nevertheless, it was not
enough method to reduce the plastic waste pollution.
As a result, our team decided to propose this project here in the
Municipality of Kabacan to help Philippines in reducing and preventing the waste
pollution, and environmental issues that our country is facing, as well as to make
people more environmentally responsible.
Drainage nets is designed to catch solid pollutants such as plastic, paper
and vegetation washed into stormwater drains from the road network before
being discharged into the natural environment at the downstream end of the
outlet area. When the nets are full of trash and rubbish, they are removed and
the garbage is thrown into the garbage collection truck and transported to a
sorting center, the waste is then transported to a sorting facility that processes
the waste and converts the green waste to mulch and separates the
recyclable/non-recyclable materials
2. Project Linkages
This project is being implemented in collaboration with the government officials of
Kabacan, Mayor Evangeline Pascua- Guzman together with Vice Mayor Herlo Guzman
Jr, due to the extensive budget we need.
3. Project Objectives
To reduce the increasing amount of garbage.
To help and minimize the risk to wildlife.
To provide a clean environment for people
To control the pollution in environment
4. Sectoral Objectives
To improve the environment and public health.
To ensure the health of the community
To improve the cleanliness of our Municipality
To encourage people to be environmental responsible.
5. Regional and National Objectives
This project is in line with the national waterworks and sewerage Authority that is
responsible for environmental objectives of the project. It also backs the Section 10 of
Republic Act No. 9003 provides that, “Pursuant to the relevant provisions of R.A. No.
7160, otherwise known as the Local Government Code, the LGU's primarily
responsible for the implementation and ensure the proper segregation, collection,
transport, storage, treatment and disposal of solid waste through the formulation and
adoption of the best environmental practices in ecological waste management in the
town. Consequently, it results neat and clean environment.
I. PROJECT FUNDING
1. Funding Source
Local Government Officials of Kabacan
2. Fund in installing Drainage Nets
The nets can cost approximately P 600,000, which include:
the cost of design,
manufacture
installation and
associated civil works for every unit.
II. PROJECT BENEFIT & COST
1. Beneficiaries
The Project will benefit the people who are living in Kabacan as well as the
local government officials of Kabacan. This can help not just to our community
but also to the world.
2. Social Benefits
The implementation of the said project will greatly benefit the society as it is
seen to reduce the social and financial consequences resulting from the direct damage
on properties caused by the pollution. This will also help in maintaining sustainable
development, the protection of the environment and improvement of the quality of life in
our town. Moreover, this project will further impact on the development of tourism and
the economy in general.
3. Economic Benefits
This project can result in the availability of valuable materials to reuse as it
has been said earlier that the collected debris is then separated and all recyclable
materials are taken to a recycling center which processes biodegradable waste and
turns it into fertilizer. This can save money while potentially creating new jobs and
opportunities. The plastic bottle that still can be use will be recycled to turn into a new
product. Waste recycling can provide economic benefits for the community for it can be
profitable, a lot of energy is saved in the process, it is Ecofriendly, protects the
biodiversity, reduces water and air pollution, the resources are protected, it is cost
effective and reduces waste considerably.
VI. PROJECT IMPLEMENTATION
1. Responsible Agencies
The Local Government Unit of Kabacan and the Funding Agency with other
concern agencies will implement the project.
2. Workplan Agencies
The detailed schedule for the implementation of the project will be provided after
the commitment of funding support will be obtained. Generally, the workplan will cover
the following:
a. Finalization of the Project Proposal with Detailed Cost Estimates
b. Review of Proposal by Funding Agency
c. Approval of Project
d. Fund Processing and Release
e. Project Implementation (Installations of Drainage nets, including the materials used
to install the said project.)
f. Project Turn-over
g. Project monitoring and evaluation
3. Administrative Feasibility
The Local Government Unit of Kabacan and the Funding Agency are eligible and
responsible enough to implement the project. Thus, this is very attainable. Monitoring
and Evaluation System will also be established.
4. Social Responsibility
Drainage Nets Filtration System promotes environmentally friendly practices. This
project can have an enormous impact in pollution control. Such as to help, protect and
minimize the risk of wildlife.
