Each class shall elect the following officers:
(1) President,
(1) Vice President,
(1) Secretary,
(1) Treasurer,
(1) Auditor,
(1) Public Relations Officer, and
(1) Class Deputy
Additionally, they can also elect auxiliary officers that they
think are needed to be able to serve the class more
effectively. (Asst. Secretary and Asst. Treasurer)
*BEFORE PROCEEDING, make sure that the Block Rep

To ensure the transparency of the
votes, the COMELEC will provide a
tally sheet/ tracer to be given to and
filled up by the Block Representatives
before the final list of officers is
entered on the Commission ʼ s records.
Furthermore, the Commission requires
the Block Representative of each class
to provide verifications or proof of the
quorum count and votes per position
(e.g. screenshots) attached in the file
to be submitted to the Commission.

STEP 1: Create a BB Collab Room
to be done by the Teacher-in-Charge

STEP 4: Check the Attendance for
Identification and Quorum Count
the block representative shall check if all
participants are students of their section
the block representative shall also check if
the Quorum if surpassed
the Quorum is reached if (50% + 1) of the
class are present.
The Block Rep must screenshot the
Quorum Count, and the class may
proceed to the next step afterwards.

STEP 5: Explanation of Guidelines
The Teacher-in-Charge will explain the
proceedings and guidelines for the Online
Class Election
See the next slides for the reminders
before proceeding to the guidelines of the
class elections.

Only the Teacher-in-charge shall
facilitate the elections.
The block representative will only
assist in the checking of attendance
and quorum count.
Make sure that all aforementioned
guidelines are understood before
proceeding to the Class Elections
Proper.

All aspiring candidates must be
present on the day of the Class
Elections.
Students cannot nominate or elect
absentees for any of the said
positions.
Councilors of the Provisional SOC
and SC cannot be nominated or
voted for.
However, Provisional SOC and SC
staff may run for class officership.

The Block Representative shall check
the attendance of the class for
verification and the quorum count
before the start of election proper.
REITERATION : The Teacher-in-
Charge of each class is the only
person allowed to facilitate the class
election.

The voting population shall consist of
at least 50%+1 of the class
otherwise the election shall be
considered as invalid.
The winning candidate shall hold the
majority of the votes of the population
and shall be proclaimed by the
Teacher-in-Charge.

The proof shall compiled to be easily
navigated by the Commission.
In case of a tie with the number of
votes among two or more candidates,
the students will be required to re-
vote. (Only the tied candidates shall
be re-voted upon by the class)

PRESIDENT:
is the person who will coordinate with the
professors and their adviser, represent his/her
class, act as the officer-in-charge, and serve
as a Legislative Board member.
VICE PRESIDENT:
is the person next in command to the
President, perform the duties and functions of
the President in case of absence, help the
President in maintaining peace and order in
the class, and perform other functions as
required by the adviser and/or the President.

SECRETARY:
is the person in charge of the files/records of
the class given by the students and/or the
professors.
ASST. SECRETARY:
will help in performing the tasks done by the
Secretary whether the Secretary is absent or
not.
TREASURER:
is entrusted with the class funds and is the one
who makes the budget plan for a certain
project/event of the class

ASST. TREASURER:
will help in the collection of funds. In case of
absence, s/he is responsible to perform the
duties of the Treasurer.
REMINDER:
Auxiliary Officers (Asst. Sec and Asst.
Tres) are the candidates who run for
Sec and Tres respectively, who
garnered the 2nd highest number of
votes

AUDITOR:
keeps track of the in and out of the funds (e.g
handling of receipts) and is also in charge with
the materials funded by the class. By the end
of the term, he/she is required to submit a
financial report to the adviser.
PUBLIC RELATIONS OFFICER:
is responsible for the communication and
media dissemination to the class thru public
materials and/or any public platforms.

CLASS DEPUTY:
is classified as a class officer to ensure the
orderly and transparent elections of the class
and will also serve as a member of the
COMELEC.

STEP 6: Nomination Period
shall only be done if quorum is reached
The nomination process shall be
conducted on the audio, video, and/or
chat features of the Blackboard
Collaborate.
OPENING: A student must open the
nominations for each position –– “I
now open the nominations for
(Position)”

NOMINATION: Students may say “I
respectfully nominate (full name) for
the position of (blank).”
The block representative shall record
the Name of the Nominated Students
for each position, in the provided
Election Tracer.

CLOSING: A student must also close
the nominations and second the
motion if there are no nominations left
–– “I now close the nominations for
(Position)” & “I second the motion"
Repeat Nomination Period for every
position (from president up to class
deputy)

STEP 7: Short Campaign Period
Each candidate shall be given 1 to 2 minutes to
introduce themselves and their platforms (if
there are any) to formally show how they are
to serve the class if elected.

STEP 8: Creation of BB Collab Polls
The moderator of the Blackboard Collaborate
(Teacher-in-Charge) shall create a poll
containing the names of the nominees and an
additional choice for abstain.

For the Teacher-in-Charge, to create
and operate a Class Election poll in
the Blackboard Collaborate Ultra,
simply follow these steps:

(Purple-colored arrow on the lower

Select Share content.
Select Polling.
Select Multiple Choice.
Type the Position in the Question
Box (e.g. “Candidates for
President”)

Type the Name of Candidates and
an "Abstain" Option in the Choices.
To show the results of the poll,
select the Show Responses.
Additionally, select the Hide
Responses to hide the results.
To stop the current poll, select the
black Encircled Square button.
After successfully creating the poll
for (Position), proceed to the next
slide

STEP 9: Voting Period
The students shall vote the candidate of their
choice for (Position), by selecting the
candidateʼs name from the poll choices
Students may abstain from voting, by selecting
the “Abstain” option from the poll choices
After all students have casted their votes, the
Teacher-in-Charge shall show the results by
selecting “Show Responses”
The Block Representative shall screenshot the
shown results for each position

The Teacher-in-Charge shall announce the
winning candidate for (Position)
Repeat the process of Creating a Poll and the
Voting Period for every position
Afterwards, proceed to the next step

STEP 10: Proclamation
The Teacher-in-Charge shall proclaim the
newly elected set of officers
- The class may also conduct its pictorial (thru
screenshot) for its newly elected officers, and
for the class itself. (Optional)

STEP 11: Completion of the Election Tracer
After the Class Election itself, the students
may now exit the BB Collab Room; additionally,
the Teacher-in-Charge, Class Officers, and
Block Representatives are encouraged to
stay.
The Teacher-in-Charge, Class Officers, and
Block Representatives must accomplish the
Class Elections Tracer.

BLOCK REPRESENTATIVE: Complete the
Tracer
TEACHER-IN-CHARGE (TIC): Double check
all the info in the Tracer
CLASS OFFICERS & TIC: Affix your Signature
in the Tracer (e-signature)

STEP 12: Submission of Files
Before the Block Representative could submit
the pertinent files, the Teacher-in-Charge
must review and verify its contents before
attaching his/her e-signature at the end of the
tracer.

The details regarding the contents of the email
are as follows:
The tally sheet/tracer together with the
(screenshots) proof of the quorum count
and votes per position shall be sent to
[email protected].
The EMAIL SUBJECT shall contain the
Grade and Section of the class using the
format:
GRADE&SECTION_ELECTIONFORMS
(e.g. 11STRAND11_ELECTIONFORMS).
