Project Rationale
Project Background
Zangan community (which is made up of 18 Villages), located in the hilly areas with GPS –
9.286N and 8.285E. The villages’ settlements are situated in fatal verse land suitable for farming
and grazing activities for both farmers and Herders. These neighboring villages are bordered
across three Local Government areas of Riyom LGA of Plateau state, Jama’a and Kauru LGAs
in Kaduna State. The Community has experienced series of Conflict crisis as a result of clashes
and attacks from the cattle herdsmen (Fulani settlers) and the natives who are predominantly
farmers. The mass movement of Fulani herdsmen in search for greener pasture has continued to
disrupt peaceful living among these communities. The community and its surrounding villages
have suffered series of attacks and security threat over the years as far back as 2013. The migrant
Fulani Herders in search of grazing land for their cattle from other neighboring states like
Plateau, Nassarawa and Bauchi have contributed in fueling the crisis in the communities.
The Fulani herdsmen on August 29th 2019 attacked the Villages in Zangan communities, where
no fewer than 40 houses were burnt and many people killed with some youths declared missing.
Many people were rendered homeless while some displaced, and their farm produce destroyed.
The displaced communities relocated to find refuge in neighboring communities of the affected
local governments. This incident resulted to absent of farming activities in the villages in the
year 2020. The cattle herders forced the farmers out of their villages and turn the surroundings as
their grazing land for their cattle.
Although, in 2017/2018, Youth in Support of Community Development in partnership with
Christian Aid carried out interventions within Four (5) villages (Zakagra, Zakum, Zokori
Mekakpang and Telak) out of the 18 villages that made up the Zangan community relative peace
was restored in the five villages.
This intervention will focus in five villages (Adu, Ashim, Fadan Atakar, Mafan and Zikphak) in
Kaura LGA.
Zikphak a bordered community with Zangan, is a small community in Jema’a LGA with GPS
9.5849N, 8.2924E was attacked on 24th July 2020. The community is now home to many
standing ruins. The once vibrant compounds have become relics housing charred spring beds,
unrecognizably burnt wheelchairs – all slowly getting rusty as the rains gain free access to them
through the roofs which were once covered but are now torn apart as a result of the fires. The
women and children of Zikphak have been forced to flee their homes to neighboring
communities in search for shelter and for safety of their lives. During the attack in Zikphak more
than 13 houses were burnt, 10 people killed and another 13 persons were injured.
Like the villages in Zangan and Zikphak communities, these attacks have brought lots of setback
in the communities. Women who lost their husband have now become widows with no means of
livelihood. There is no cordial relationship between herders and the farmers as each group live in
fear of each other. There have been increasing violence and threats of attacks against these
communities. The youths are either dropped out of school or they never attended school in their
life time, some of these youths are engage in illicit drug, while some are idle with no hope for the
future. The skills to engage government to demand for their rights is lacking in the community
because, they have little or no idea to hold government accountable, Meanwhile some of the
community people have started gathering sand in preparation to raised new houses for shelter but
they lack the resource they can put to use, to build houses that will withstand rainstorm in the
raining season.
The security outfit is far from the reach of these communities thereby making it difficult for them
to report any security threat or attack to the security personnel that can come to their rescue.
Only a few members of these communities have access to mobile phone for communication on
early warning signs to relevant authorities. Those with the phone have the challenge of electricity
for charging them, when the powers run down. They also have to travel to some specific
locations to make call due to absence of network. They traveled a distance of 5 -7 kilometers to
the nearest town in other to charge their phones. Noting however the need for peace building
intervention in the above mentioned communities.
Justification
We have the capacity to under- take this proposed project as we have carried similar projects in
some local Government areas in Southern Part of Kaduna, where we have intervened to prevent
religious and ethnic violence by building the capacity of targeted groups on Early Warning Early
Response to Conflict in 5 communities (Mekakpang, Zakagra, Zakum, Zokori and Telak) in
Kaura LGA in Kaduna State, thereby strengthened capacity of target communities to spot early
signs of tensions and take proactive steps such as involving state actors and traditional
institutions to resolve such tensions before they escalate into conflict.
Through our past intervention, we were able to established and strengthened community
structures like the community Peace Committee, by training them to promote peaceful living in
their own communities that helps them to engage in dialogue in resolving conflict for stable
peace.
Gender Empowerment and Organizing Resource (GEADOR), a mechanism for ensuring the
participation of vulnerable and marginalized groups in decision-making that affect their lives in
order to ensure equity in access to opportunity for improved life and wellbeing have been a
meaningful tool that have help in engaging the communities. This methodology seeks to address
social norms and cultural practices that cause gender inequality, women and girls
disempowerment. GEADOR approach ensures a safe space for women, men, young boys and
girls and those living with disabilities to express their issues and discuss solutions to identified
problems.
We are committed in collaborations and Networking with local and state actors to ensure
sustainable peace in the communities. The good relationship that exist between Youth in Support
of Community Development with all the community stakeholders, traditional/ religious leaders
and community gate keepers has been the major weapon of our interventions in the communities,
and this we shall continue to fabricate on in all interventions for project acceptability,
sustainability and community ownership. Because of the positive impact of our work in the
communities, we are being called upon for advice in the community where we have worked
before, even after the end of project live span.
Responding to security challenges in our project targeted communities, the Security agencies
have been our backbone in terms of security threat in the communities without delay. We have
build a level of trust in our engagement with other state actors like Kaduna State Emergency
Authority (SEMA) and Kaduna state Peace Commission and Kaduna state Fire service authority
as well as Red Cross . The elected community representatives to public offices in the
constituency where we work also form part of our intervention.
Our Advocacy skills have helps us bring the government close to the people. We do trained
selected community members on Advocacy and Human right based approach as well as
engaging them to hold duty bearers accountable.
The Media is not left behind in our programming, currently we are running a weekly (one hour
radio programme with Rock side 89.9 FM, Nok House, Kafanchan), Where we educate and
create awareness to the entire 8 local governments of Southern Kaduna as well as other
neighboring LGAs of the state on peace building. The radio programme interaction is being
observed on Mondays by 8:00pm – 9:00pm every week. This initiative has provided a platform
for all our listeners to bring meaningful contributions on the subject matter. It is important to
note that, the radio programme is tagged “Herders and Farmers relationship”. One of the
resource persons in this radio programme is Ardo Salisu Ibrahim Hari who is the chairman
Miyyetti Allah/ Ardon Ardodi Kaura LGA at the same time, member of Kaduna state Peace
commission representing all Herdsmen in Southern Kaduna
The project report shall be generated through the implementation of project designed activities
and regular monitoring of the project impact in the targeted communities. Monthly review
meetings shall be conducted with the community structures (Community Peace Communities
and GEADOR facilitators) established for the smooth implementation of the project intervention.
Appropriate generated tools designed for the project shall be use in development of all relevant
reports and case studies in ascertaining the impact of the intervention.
PROJECT PERSONNELS
The services of competent project team staff, consultant and support staff/volunteers shall be
engage to ensure quality delivery of the project activities. The following shall serve as the project
team staff
Project coordinator – who shall coordinate and network with relevant agencies and ensure
compliance with project policies for avoidance of breach of contract in the project
implementation.
Project Accountant or Finance officer – Shall saddle with the responsibility of handling
the finances of the project in accordance with the accounting principles, enshrine in the
project agreement.
Project Monitoring and Evaluation Officer – He shall work hand in hand with the
programme officer in generation data and feedbacks on programme activities and
development and documentation of all project report.
Project Programme Officer – Engage in all field activities implementation and reporting
same.
Four Support staff – To provide necessary assist in both field and in the office
administration to ensure smooth implementation of the project.
Ten community volunteers- Support in community mobilization and other field activities.
Project Goal
The intervention seeks to address the incessant violence occasioned by residency and settlement
patterns thereby building community resilience to violence and enhancing communal integration,
through community led and community owned initiative.
Project Objectives
Build the capacity of selected community members, local government authorities, including
youth-led, women-led and faith-based organizations, to conduct dialogues, advocacy campaigns
and networking in order to help promote recovery and resilience in five targeted communities
by November 2021.
Help reduce trauma associated with violent and help build recovery through
empowerment of community members that will help promote peace and preserved
cultural heritage of the five targeted community by November 2021.
Illustrative Activities
Mobilize the targeted community leaders, including youth and women, to be train and mentor
using participatory methodologies.
Support to men, women (especially widows) and youth who lost their means of
livelihoods and have been displaced because of attacks on their community by providing
emergency relief kits (food times), building materials, short vocational training, start-up
kits and tools.
Improve community security to anticipate, prevent and respond to attacks through hard or
soft interventions, in collaboration with security forces and local governments.
Strengthen the institutional capacity of community-based organizations, including youth-
led, women-led, and faith-based grassroots organizations located in the targeted
communities that have been affected by violence and conflict.
In collaboration with local actors, support mediation of ongoing conflicts between
farmers and herders, liaising with local government authorities, traditional and religious
leaders, youth, and women. Hold necessary dialogues; help foster relationship building
amongst the targeted communities.
Protect, preserve, and promote the cultural heritage of minority groups in the targeted
communities that are the victims of violence and displacement.
Media engagement through radio programme to sensitize the larger community (Southern
Kaduna) for the promotion of peace in the state.

Beneficiaries Description
This intervention will seek to anticipate, prevent, and respond to increasing violence and threats
of attacks against individuals in the Communities of Adu, Ashim, Fadan Atakar, Mafan and
Zikpak Communities in Kaura and Jama’a Local Government. Individuals, community groups
from both farmers (Indigenous) and Herders (settlers) within the five targeted communities
comprising Women, Girls, Youth and People with Disabilities, men and children groups will be
the direct beneficiaries of the project. Selected community members (men, women and youth)
among the herders and farmers will be train as facilitators on GEADOR and they in turn will step
down the training among their peers (GEADOR circle meeting) as they will be meeting weekly
to deliberate on issues affecting them in the communities, the process will also involve general
community meetings where issues from the GEADOR circles will be harmonized for collective
actions in the community with GEADOR facilitator taking the lead. Another set of selected
stakeholders (men, women, traditional/ Faith leaders, People Living with Disability, youths)
comprising the herders and farmers will be train as community peace committee on peace
building. The community peace committee will be saddled with the responsibility of resolving
minor conflicting issues arising from the community through dialogue and mediation. Advocacy
and Human Right Based Approach to Development training will be provided to equip the
community members with skills to hold government accountable and to demand for social
amenities in the communities.
Opportunity for short vocational training, start-up kits and tools will be initiated to target women
and youth for self reliant to boost their morals on meaningful economic activities there by
reducing idleness in the communities. The beneficiaries shall be selected through Participatory
Vulnerability Assessment (PVA) exercise in the targeted communities. Head of household whose
housing are destroyed will be supported with some building materials to enable them repair their
houses for shelter. The affected household will also be supported with Food items like beans,
rice, maize, etc as well as palm oil, magi, etc to combat hunger in the targeted communities.
Series of awareness and review meetings targeting the community structures and general
population will form part of the project activities, so as to provide platform for feedbacks and
deliberations for ownership and project sustainability. High level engagement and Advocacy
meetings with Local / State actors (SEMA, Peace Commission, Security agencies, constituencies
representatives shall be conducted to demand for support from duty bearers in favor of the
targeted communities for lasting peace and development. Community carnivals shall be initiated
to bring back the past glory that has been lost in the communities as a result of peace instability.
Selected vulnerable individuals in the project targeted communities will be supported with
farming machineries (fertilizer, herbicides, plumbing machines, improved seedlings etc) for both
dry season raining season farming activities.
