THE PROBLEM
INTRODUCTION
Pantawid Pamilyang Pilipino Program (4Ps) is a program in the Philippines
that help many poor families, offering assistance for thier [Link] Department
of Social Welfare Development, this social welfare ambition aims to reduce poverty
by providing conditional cash transfer to qualified families. Whereas to those families
who has given the chance to be part of this program needs to be responsible to
budget wisely the cash given by the government. In terms of budgeting some of the
4Ps recipients often encounter various challanges in managing their financy
effectively. According to the Meric Bak (2024), The basic necessities of modern
living include food, shelter, utilities, basic clothing and transportation. Everything else
may not be considered a necessity. But that doesn’t mean you shouldn’t spend any
of your money on things you want. Instead, you should have a budget and plan for
all your expenses. Without a budget, you’ll never know what you can and can’t
afford. With a budget, your mind is already made up when you encounter.
The 4Ps operates in all the 17 regions in the Philippines, covering 79
provinces, 143 cities, and 1,484 municipalities. Beneficiaries are selected through
the National Household Targeting System for Poverty Reduction (NHTS-PR), which
identifies who and where the poor are in the [Link] general, the following criteria
must be satisfied to become eligible for the program:Residents of the poorest
municipalities. Several circumstances are present in connection with health and
education. Beneficiaries are eligible for grants for education. Families with children
aged 6 to 14 and the circumstances in which they live enrolled in elementary or
intermediate education and uphold an 85 percent attendance rate in class percent on

food for the home, children's allowance or education, apparel, as well as medical
costs, which include children's vitamins and examinations. A few receivers also
mentioned investing the gifts. for additional household requirements like utilities and
improving the family and hardys. Additionally, the recipients were not able to
determine setting aside a portion of the award funds, which are usually exhausted by
the time of the upcoming installments. However, relatively few people are able to
contribute, just a small percentage of beneficiaries said they utilize some of the
contribution as a long-term savings or startup investment. Unexpected educational
reimbursements are frequently provided as the inadequate monetary grant's
explanation. In the Nelnet bank(2024), Understand your financial flow. Building your

Theoretical framework
Rodriguez- Vega & Taha (2020), Planning and financial management for a
critical care unit are both crucial and challenging. Allocating resources in a constantly
changing environment with several unexpected factors is necessary for critical care.
A large amount of the hospital budget is devoted to critical care, even if the ICU is
only used to treat a small number of patients. The truth is that, while critical care may
have a favorable or negative effect on the institutional budget, it does not directly
generate financial profits. Nevertheless, because there are so many variables at play
and a wide range of budgetary components, it is exceedingly challenging to
determine the return on investment (ROI) of a particular intensive care intervention.
This kind of issue in an extremely demanding healthcare setting necessitates the
deployment of expensive therapies, technological investments, and highly
individualized care delivery. Then, figuring out and defending the expenses related to
providing essential care becomes difficult. Other aspects that must be considered
are regional and local variations, rules, and beliefs, as well as the interactions
between various professions. Ultimately, factors pertaining to the use of novel
technology and the provision of instructional initiatives may also impact the
organization and financial management of an intensive care unit (ICU).
Plaza (2023), The majority of 4Ps recipients demonstrated excellent financial
literacy in a variety of dimensions. They exhibited prudent financial practices, such
evaluating costs before making a purchase and adhering to budgets and financial
goals, as well as giving affordability considerable thought before making purchases.
Additionally, they underlined the need of financial literacy in their families and the
necessity of making plans for preparing for unforeseen future costs and keeping
lines of communication open with their spouses about money. These activities
demonstrate their attempts to make responsible and well-informed financial
judgments, which enhances their overall monetary stability.
Tabuga,Arboneda&Vargas (2020), The situation of men and women in the job
market likewise shows a significant gender discrepancy members in the household.
When it came to keeping a steady employment position throughout the based on the
constrained definition of stable, which is confined to work in the times under
investigation. But it's crucial to remember that even while they worked at there were
notable shifts within industries at the time of the study, indicating a lack of of work
stability, but it also shows the capacity to change industries as needed. In the
interim, Most women choose not to enter the workforce in order to perform unpaid
tasks such as responsibilities related to the home and family. There was less mobility
across for those who did have jobs. Sectors that demonstrate their unwillingness to
broaden their skill set or desire to stay in their chosen field of work as a result of their
socially prescribed duties in the home.
