PPOC-PTF-ELCAC JOINT RESOLUTION NR 01s- 2023
WHEREAS, the CTC in the province was decimated and strategically defeated with the neutralization
of the leaders and members, leading to the dismantling of Guerilla formations to Palawan as stated
in the National Joint Peace and Security Coordinating Center Resolution Nr 05-2021 and its main
vertical unit, the SRMA-4E-STRPC based on the Provincial and City Joint Peace and Security
Coordinating Center Resolution Nr 01 s-2022 and 02s-2022.
WHEREAS, all the Focused Area (FOCARs) and kinokonsolida Konsolidadong Ekspansyon a Rekoberi
(KKER) areas in the province of Palawan and Puerto Princesa City are all CLEARED based on the AFP
Area Clearing Validation Board Resolution Nrs 01 s-2020.01 s-2021 and 01 s-2022.
WHEREAS, the Joint Peace and Security Coordinating Center (JPSCC), in its Resolution No. 05, s-2021,
declared that the komite Larangang Gerilya in Palawan under the Southern Tagalog Regional Party
Committee has already dismantled.
WHEREAS, the PEACE LAW ENFORCEMENT AND DEVELOPMENT SUPPORT(PLEDS) cluster has
demonstrated an exemplary and unequivocal commitment to public service particularly in
combating the Communist Terrorism Group(CTG) in the Province of Palawan that resulted in the
neutralization, apprehension and surrender of Identified Communist New People’s Army Terrorist
(CNT) members and supporters;
WHEREAS, in support of the aggressive anti-CTG operations conducted by the PLEDS Cluster, the
other RTF-ELCAC Clusters launched a series of socio-economic support program and packages, and
relevant information and awareness campaign, to ensure the welfare of former rebels and former
CTG mass bases;
WHEREAS, as a result of the AFP’s law enforcement operations, backed by the NTF70-RTF-ELCAC
Clusters, no record NPA initiated violent incidents( NIVIs) and non-violent urban activities were
monitored since the fourth quarter of 2020.
WHEREAS, the Regional Intelligence Committee-4B(RIC-4B), chaired by the National Intelligence
Coordinating Agency 4B(NICA-4B), has collectively assessed and agreed that there are no more
existing NPA guerilla formations in the province of Palawan as evinced by the absence of any
relevant intelligence reports since October 2021.
WHEREAS, the RIC-4B further assessed that CTG Urban in Palawan is already dormant as evinced by
the absence of significant activities since October 2021, even during red letter days and events when
the CTG from Organizations would normally launch mobilization.
WHEREAS, necessary counteraction/action focused on vaccinating former CTG strongholds through
sectoral and community organizing, and awareness campaign are in place, and working in favor of
the national and local governments,
WHEREAS, the declaration of Palawan as insurgency free is essential to prevent any recovery efforts
of CTG in the province, and create a strong and lasting security environment that in conducive for
peace and development,
NOW, THEREFORE, in consideration of the foregoing premises that where based on the strategic
assessment of security forces, the intelligence community and the local government, and in line with
the related motion made by the National Intelligence Coordinating Agency 4B, and duly seconded by
the 3rd marine Brigade, Western Mindanao Command, AFP, be it
RESOLVED, AS IT IS HEREBY RESOLVED, that the joint Palawan Peace and Order Council and
Provincial Task Force-Ending Local Communist Armed Conflict hereby declare the Province of
Palawan as INSURGERY-FREE.

RESOLUTION NO. 22-176
A RESOLUTION DECLARING THE TOTAL DEFEAT OF THE COMMUNIST TERRORIST GROUP-
BIENVENIDO ALLEVER COMMAND.
WHEREAS, the Anti-Terrorism Act of 2020 is the most recent effort to address the issue of terrorism
and all allied activities
WHEREAS, national security policies which calls for the end of all armed threats in our country and
recognize that internal socio-political responsibility rests upon healing the rifts that divide the nation
and peace-building initiatives in conflict-affected and vulnerable communities.
NOW, THEREFORE, on motion of SB Member Zumarraga and was duly seconded by SB member
Austria, be it
RESOLVED, AS IT IS HEREBY RESOLVED, to declare the total defeat of the Communist Terrorist
Group-Bienvenido Allever Command.
RESOLVED FINALLY, that copy of this resolution be forwarded to 1LT Dennis Dwight V Bermudez PN
(M) and to Hon. Edna Gacot-Lim, Municipal Mayor of El Nido, Palawan for their information and
appropriate action.

RESOLUTION NO. 23-236
A RESOLUTION DECLARING EL NIDO AS INSURGENCY-FREE MUNICIPALITY IN THE PROVINCE OF
PALAWAN.
WHEREAS, Section 5 of Article II of the 1987 Philippine Constitution provides that the maintenance
of peace and order, the protection of life, liberty, and property, and the promotion of general
welfare are essential for the enjoyment by all the people of the blessings of democracy;
WHEREAS, it is a continuing policy of the state to protect people’s life, liberty, and property from any
acts of terrorism and to denounce it as inimical and dangerous to national security and the welfare
of the people;
WHEREAS, the Provincial Peace and Order Council, Provincial Task Force to End Local Communist
Armed Conflict and Provincial Anti-Drug Abuse Council adopted Joint Resolution No. 01, series of
2022 declaring the Province of Palawan as Insurgency-Free Province;
WHEREAS, this council previously adopted Resolution No. 22-176 dated October 3, 2022, entitled: “A
RESOLUTION DECLARING THE TOTAL DEFEAT OF THE COMMUNIST TERRORIST GROUP-BIENVENIDO
ALLEVER COMMANDˮ;
WHEREAS, the local law enforces comprising the Philippine National Police, Philippine Marines,
Philippine Coast Guard, The Municipal Government of El Nido and Barangay Local Government Units
including its implementing arms, and other government agencies and private sectors have been in
intensive efforts in maintaining local public safety and security and preventing the rise of any
insurgency through massive anti-insurgency campaigns, effective social dialogue, among others.
NOW, THEREFORE, on motion of SB Member Lajallab and was duly seconded by SB Member Austria,
be it
RESOLVED AS IT IS HEREBY RESOLVED, to declare El Nido as Insurgency-Free Municipality in the
Province of Palawan.
RESOLVED FINALLY, that copy of this resolution be furnished to MLGOO Melissa L. Magbanua, to the
Hon. Edna Gacot-Lim, Municipal Mayor to Mr. Raffy G. Cabate, to the Chief of Police, El Nido
Palawan for their information and appropriate action.
