VACANCY NOTICE

The National Commission for Allied and Healthcare Professions is a Statutory National regulatory
body under the Ministry of Health and Family Welfare with the objective of regulation and
maintenance of standards of education and services by allied and healthcare professionals in
the country and to maintain a live and online register of such professionals. It is a common
regulatory body for 56 professions divided into 10 categories of Allied and Healthcare
Professionals, and for assessment of institutions, maintenance of a Central Register and State
Register and creation of a system toimprove access, research and development and adoption of
latest scientific advancement and for matters connected therewith or incidentals thereto. The

The Commission proposes to fill up 10 (Ten) posts of Consultants (Domain) and 5 (Five)
posts of Senior Consultants on contract basis for providing technical assistance and support to
the Commission/Professional/Advisory Council in framing of policies and standards for the
governance of education and services of the professional categories including regulation of
professional conduct, code of ethics and etiquettes to be observed by the professionals and to
support creation and maintenance of an up-to- date online and live Central Register for the allied
and healthcare professionals in accordance with the regulations.

The interested eligible candidates may submit online applications along with
supporting documents to NCAHP, 2nd Floor, Academic Block, NIHFW, Baba
Gangnath Marg, New Delhi. The URL for submission of online application is

The candidates will be shortlisted on the basis of the education qualifications and
experience claimed by the applicants in the Application Form. However, verification of
eligibility, age, qualifications and experience etc. of the shortlisted candidates will be
done at the time of Interview. Candidates are required to bring a copy of the filled
Application form along with all the supporting documents in original for verification at the
time of Interview. The general instructions for the candidates are given at Annexure-A.

Annexure ‘A’

GENERAL INSTRUCTIONS TO THE CANDIDATES

i. The application will be filled through online mode only. The URL for online
application is https://recruitment.nihfw.ac.in. There is no need to send any printout of
filled-in online application or other documents to the organization. Candidates have
to make sure that they are fully eligible for the post they areapplying for and the
original certificates/documents in support of the information furnished in the
application form will be verified at a later stage ofrecruitment process. No deviation,
whatsoever, from the filled-in details will be entertained under any circumstances.
ii. The crucial date for determining age will be the last date of receiving of
applications i.e. 31st December, 2024.
iii. Candidates are advised to fill the information carefully in the application form.
Organization will neither be responsible for any wrong information furnished nor
accept any subsequent requests for making any corrections by the candidate(s). The
candidate(s) shall be solely responsible for the information filled in the application
form. No change/deviation, whatsoever, will be entertained.
iv. Incomplete application / partially filled application / application without supporting
documents will summarily be rejected. Interim enquiries will not beentertained.
v. The Candidates are advised to retain a printout of the online complete
application form, which may be required for future references.
vi. Mere fulfilling the essential qualifications does not entitle a candidate to be called for
interview.
vii. NCAHP reserves the right not to fill up the post, cancel the Advt. in whole orin part
without assigning any reason and its decision in this regard shall be final and binding.
The vacancies are tentative in nature and may decrease orincrease. NCAHP also
reserves the right to extend the closing date for receipt of applications.
viii. The original degrees/certificates/proof of date of birth towards fulfilment of
specified eligibility conditions shall be required to be produced by the candidate, at
the time of their Interview/final selection.
ix. The applicants shall have to appear for the examination/interview at their own
expenses. No TA/DA will be admissible for attending examination/Interview and for
initial joining.
x. The eligible candidate has to submit the application within specified time. Applications
received after due date or forwarded through any other means including by post or e-
mail etc. will not be entertained and summerly rejected.
xi. The period of working experience shall be counted only after the acquiring of essential
qualification for the post. Scanned copy of the “Experience Certificate” need to be
attached.
xii. Any modification/correction/addition etc., if any related to the Advertisement and /or
related to the recruitment process will be uploaded on NCAHP website only. No other
means of communication will be used for the same. Therefore, the candidates are
advised to visit the NCAHP website for updates, if any.

Annexure-B.

Terms and conditions of appointment as Consultant in NCAHP:


1. Tenure of contract
The appointment of the Consultants would be on full-time basis and they
would not be permitted to take up any other assignment during the period of
consultancy. Consultants shall follow normal working hours as prescribed,
however, services of Consultant may be required beyond office hours or on
weekend/closed holidays depending upon exigency of work or as specified by
the Commission. The tenure of appointment on contract basis will initially be for
a period of 2 years, which can be extended, depending on the requirements,
satisfactory performance or till the age of 60 years, whichever is earlier.

2. Probation:
The first three (3) months of the employment shall be treated as “Probation
period”. The NCAHP reserves the right to cancel, shorten or extend the
probation period by written notice to the Employee, which must be given before
the end of the probation period.
3. Termination:
The Commission reserves the right to terminate the contract without assigning
any reason during the term of the contract and the Contractual employee may
also voluntarily resign for any reason during the Term by giving one month’s
written notice or payment of one month salary in lieu thereof. Any relaxation in
the same may be considered only with the prior permission of competent
authority in NCAHP.
4. Leaves
Leave rules applicable to a regular government employee will not be applicable
to a contractual appointee. However, a contractual employee is entitled to 30
days consolidated leave in a year on pro-rata basis i.e. 2½leave for each
completed calendar month. Un-availed leave in a Calendar year cannot be
carried forward to next calendar year. The NCAHP would be free to terminate
the services of the Consultant in case of absence for more than 15 days beyond
the entitled leave in a year.

5. TA/DA – No TA/DA shall be admissible for joining the assignment or on its


completion. However, Consultants shall be allowed TA/DA for their Local/Domestic
travel in connection with official work with the approval of the Competent authority
in accordance with the policy applicable to consultants (Tech.) as elaborated in
para 6 (b) and Annexure-I of the guidelines issued by Ministry of Health & Family
Welfare vide OM No.Z.28015/10/2017-Estt.II dated 02.09.2021.
6. Tax Deduction at Source – The Income Tax or any other Tax liable to be
deducted as per prevailing rate under the relevant rules will be deducted before
effecting the payment, for which TDS certificate(s) will be issued by the Commission.
7. Mode of Selection:

Initial screening/shortlisting of applications received through online mode will


be done by the Commission with reference to the qualifications and experience
possessed by the applicants. Weightage by way of marks will be given to the
candidates on the basis of a marking scheme based on possessing qualifications
and experience. A list of “Shortlisted candidates” to be called for “Interview” will be
prepared on the basis of marks obtained by the candidates for their qualifications&

experience, and uploaded on the Website of the Commission. For each vacancy, top
5 candidates in order of merit will be called for Interview. However, where more
candidates have marks similar to the last candidate called for Interview, all such
candidates will be called for Interview. Hence, the number of candidates called for
Interview would increase upto that extent.

Final Selection of candidates will be done on the basis of a “Combined Merit List”
i.e total marks obtained by the candidate(s) in Initial Screening (50%) plus marks
obtained in the “Interview-cum personality Test” (50%) on the basis of candidate’s
performance, to be conducted by the Interview Board comprising of the following:-

9. Role/Duties & Responsibilities:


The role and responsibilities of the Consultants (Domain) related to his field
will be as under :
To provide technical assistance and support to the Council in framing of
policies and standards for the governance of education and professional
services of recognized categories mentioned in the Schedule of NCAHP Act,
2021 including regulation of professional conduct, code of ethics and
etiquettes to be observed by the professionals.
To support creation and maintenance of an up-to-date online and live Central
Register for the allied and healthcare professionals in accordance with the
regulations.
Assist in the development of scope of practice of related profession keeping
in view, inter alia, the need for task shifting.
To undertake research and to assist in the formulation of basic standards
related to thematic domains of education, including course and curricula,
physical and instructional facilities, staff pattern and desired qualifications,
quality instructions, assessment, examination, training, research, continuing
professional education, etc. for the related profession(s), in close coordination
with the Boards and related guidelines.
To support in the decision-making process (with necessary research) on the
qualifications to be obtained by professionals as may be specified by
regulations.
To support in creation of a framework for uniform entry examination,
counselling for admission into allied and healthcare institutions at
undergraduate, post-graduate level etc.
To support and contribute to designing of minimum standards framework for
machinery, materials, and services for related profession(s).

Support and contribute in digitization of learning, examinations and other


related processes.

To undertake necessary literature review and research regarding global


understanding and parity in education, practices etc., to support framing of
guidelines in thematic areas including performance management systems,
task shifting, career development pathways, development of strategic
framework for rational deployment of skilled manpower, recognition of
qualifications, institutions, and reciprocity of qualifications etc. for related
profession(s).
To conduct periodic monitoring and review visits, systematic data collection,
prepare reports, follow up with States and provide technical assistance to
ensure timely completion of activities.
To undertake such other functions as may be assigned by the higher authorities
from time to time and any other matter related to National Commission of Allied
and Healthcare Professions (NCAHP).
Senior Consultants will attend all the above works, supervise the work of
their juniors and will attend and coordinate the inter-
disciplinary/professions/ recognized category related matters and any
other work/functions that may be assigned by the higher authorities from
time to time related to National Commission of Allied and Healthcare
Professions (NCAHP).

10. Qualifications:
Essential qualification: Post Graduate Degree in related discipline/Public
Health/ Master in Hospital and Healthcare Administration.
Desirable qualification: M.Phil/Ph.D in the related field.
Experience: For Domain Consultants:
At least 2 years of post-qualification experience in the related field, Health
and Hospital Management/ Health Policy / Health Administration/ Public
Health, out of which atleast 1 years should be in supervisory position.
For Senior Consultants, minimum experience required is 7 years, out of
which 2 years should be in the supervisory capacity.
The candidates should have practical experience in any two of the following
areas:

Clinical
Training
Documentation
Data analysis
Research

Demonstrated ability to work in a multi-disciplinary team environment, taking


initiative and delivering quality inputs within strict timelines
Experience of working with senior government officials at central and state
level

Excellent analytical skills, oral and written communication and presentationskills


in English, and interpersonal abilities.
Computer proficiency with high level of familiarity with commonly used
packages like MS Word, Excel, Power Point as well as web surfing to search
relevant data and documents.
Willingness to travel to states to provide technical assistance and ability to
work on different assignments simultaneously to meet the timelines for
assignments.
Age: The upper age limit for Domain Consultant is 40 years and for Senior
Consultants it is 50 years as on the last date of receiving applications

Remuneration :

(a) For Domain Consultant Rs.65,000/-per month with Annual increment @6%.
(b) For Senior Consultants Rs.90,000/-per month with Annual increment @ 6%.
The overall terms and conditions which are not mentioned here will be
governed by the guidelines issued by Ministry of Health & Family Welfare vide OM
No.Z.28015/10/2017-Estt.II dated 02.09.2021 as amended from time to time.
