It is to inform that earlier Or.O.:; issued vide reference 1,t cited, calling
h,l t\ applications from willing and eligible RSIs (AR/SAR CPL/AITSP)(Men) for
by transfer to the posts of SI (Civil)(Men) under 5% quota for the panel
2019 is hereby cancelled.

2. Now, it is proposed to call willingness afresh of eligible RSI (AR/SAR


CPLIAI5P) (Men) for appointnent by transfer to the posts of SI (Civil)(Men) under
5% quota for the panel year 2019 under 5% quota taking into consideration of the
vacancies arrived during 0L-07-2018 to 30-06-2019.

3, As per the guidelines issued by the Government in [Link]. 24 Home


([Link]) Dept., dtd 17.02.2025, first the selection list need to be prepared in respect
of RSIs, who have done commendable work over and above the call of duty, in
relation to the control of Naxalite, Maoist and Terrorist activities. The vacancies

(- which were left uffilled shall be fiIled with RSIs (AR/SAR CpL/AIrSp) who worked
in the units/districts and deputation organizations, subject to fulfilling conditions
and guidelines.

4. The guidelines of [Link]. 24 Home ([Link]) Dept., dtd:17.02.2025 are as


follows:-
a) Eligibility Conditions in respect of RSIs who have done comrrrendable work
over and above the call of duty, in relation to the control of Naxalite, Maoist
and Terrorist activities which are to be satisfied:

0 They should have completed their probation satisfactorily.

ii) Should have served as Reserve Sub lnspector of Police (AR/SAR
CPL/AffSP)(Men) for not less than five (5) years and should not
have completed the age of 40 years as on 01,-07-2019 for the year
2019.
iii) Should have passed Degree or its equivalent examination and in the
case of a candidate belonging to SCs/STs, he must have passed
Intermediate Examination or its equivalent examination and should
have studied Degree as on 01-022019 [Link] the year 2019.

iv) Shoutd have done comrnendable work over and'above the call of
duty relating to the control of Naxalite, Maoist or Terrorist
activities.
v) Should have a clean record of service.

b) Punishment Roll:

The Reserve Sub Lrspector of Police (AR/SAR CPL/AIISP) (Men) who comes
under any of the following categories will not be considered for appointment as

Sub Inspector of Police (Civil) (Men) by transfer.

0 Any major punishment in the entire service.


ii) Minor punishments - three or more in the entire service.
iii) A.y punishment under operation.
iv) Under suspension or facing an oral enqurry.

5. As per G.O. Ms. No. 24, Home (Legal-II) Dept., dt:17.02.2025, the RSIs (AR)
who worked in Anti- Naxalite/Maoist/Terrorist Work in Grey Hounds, SIB (Special
Intelligence Branch), Octopus, CI Cell (Counter Intelligence), Dist. Special party,
ANS (Anti- Naxalite Squad) and RSIs of APSP deployed in Extremist affected Police
Stations for more than a year (or) who are awarded any gallantry medal for
Anti-Naxalite/Maoist/Terrorist Work are only to be considered under the category
of doing commendable work over and above the call of duty, in relation to the
control of Naxalite, Maoist and Terrorist activities. Work done in Anti-Extremist
field only up to AL07-2019 will be taken into account.

Commendable work guidelines

0 Farticipation in exchange of file with Naxalites, Maoist and Terrorists.


ii) Extraordinary work in controlling Naxalites, Maoist and Terrorist
activities in conrrection with it'rtelligence gathering, arrest of important
cadres and preventing attacks on Police Teams or Police Stations. In all
non-exchange of fire cases, exact role of RSI should be taken into

consideration. However, roptine duties like combing, cordon and search,

road openin& BD work are not considered as commendable work.
iii) Work done in the rank of RSI only will be considered and work done in
any other ranks will not be considered.

6. Followins are the for Selection Procedure:-

(A) All the applications along with the letter of "Commendable work" submitted
by willing candidates should be compiled by IGP (APSP) and Range IsGP/
DIsGP. The bio-data of the candidates will be verified with the service
records and a decision will be taken whether the candidates are eligible on
following counts:-
a) Age
b) Service
c) Education qualification
d) Major Punishment
e) Minor Punishment
f) Under suspension
g) Facing O.E

(B) Based on the above information list of eligible candidates will be prepared by
IGP, APSP and Range IsGP/ DIsGP and the carr..didates should also be
divided based on the nativity of the candidates and sent to Inspr. Genl. / Dy.
Insprs. Genl. of Po1ice: Visakhapablam, Eluru, Guntur and Kurnool as the
case may be along with Annexures.

(C) Range Irrtpt. Genl. / Dy. tnsprs. Genl. of Police will compile the list as

received and submit to State Level Police Recruitment Board.

(D) The list compiled by Range L"pr. Genl. / [Link]. Genl. of Police would be

put up before the Cormrittee members to decide whether the work done by
the RSIs comes under "Commendable work over and above the call of duty".

(E) The following committee members will decide the eligibility of candidates
with regard to the work over and above the call of duty in relation to the
control of Naxalite, Maoist and terrorist activities:-

(F) The Committee will be headed by the senior most officer. They committee
wiII consider the letters submifted by the candidates clearly mentioning the
"Commendable work" done by them and the Bio-data submitted by Range
Inspr. Genl. / [Link] Police. Proceedings of the Committee will be
sent to Chairman, SLPRB.

(G) Based on the proceedings of the Committee, Chairman, SLPRB will prepare a
merit list of all eligible candidates as per seniority and marks obtained by
them.

(H) Vacancies of the respective Range will be filled-up purely based on the merit
list prepared above.

Marks Will be given to candidates based on:-

1. For time spent as on 1s!|uly of the year for which selections are made in
Anti-Naxalite/Maoist/Terrorist work in Grey Hounds, sIB, octopus, CI
CelI, Dist. Special party, ANS and Extremist affected Police Stations.
Criteria for such Resen'e Sub-Lrspectors of Police is based on the total
marks obtained by the candidate which is to be calculated as [Link]:
(r) 1-3 years (excluding 3) 05marks
(ii) 3-5 years,(inctuding 3 and excludingS) 10 marks
(iii) 5 years and more 15 marks

Broken period will be combined to calculate total period of work in Grey


Hounds, Special Intelligence Br4nch, Octopus, CI Cell, Diskict Special Party/ANS
and RSIs deployed in extremist affected police Stations,

(ii) Keerthi Chakra for each medal 20 marks

0) For work done in SIB or CI CelL a cerfficate given by chief of SIB or CI Cell to
the RSI clearly specifying ttre quality of work will give equivalent marks as

above medals. The quality of work and its equivalence to type of medal will
be prepared by DIG, SIB and SP, CI Cell and after obtaining approval of IGP,
Intelligence and the same will be sent to Chairman, SLPRB.

(J) The vacancies arising in each zone undel ftis category shall be filled up with
Reserve Sub-Inspector of Police (AR/SARCPL/AI5P) of that zo:ne, who satisfy the

definition of local candidate under the Presidential Order in respect of that Zone.

(K) In obtaine are of the rank


CPI"/AR will be taken into account giving preference to candidates with more
service. In case Length of service is also same, then the date of birth of the
candidate will be taken into account giving preference to [Link] (in age).

7. As per the guidelines issued in [Link]. 24 Home ([Link]) Dept., dtd:

allotted to the other RSIs (AR/SAR CPL/APSP) who worked in the units/districts
and deputation organizations, subject to fulfiIling conditions of being local and
seniority.

g. Following are the guidelines for Selection Procedure


(A) All the applications along with the letter of "Commendable work" submitted
by willing candidates will be compiled by IGP (Apsp), R4nge IsGp/DIsG. The
bio-data of the candidates will be verified with the service records and a decision
will be taken whether the candidate is eligible on following counts:-

a) Age
b) Service
c) Education qualification

g) Facing O.E

(B) Based on the above information, list for panel year of eligible candidates, as
per clean record of service, will be prepared by IGp, ApSp and Range lnspr. Geil.
/
Dy' Insprs. GenI. of Police. This list will be divided based on the nativity of the
candidates and sent to lnspr. Genl./Dy. Insprs. Genl. of Police: Visakhapatlam,
Eluru, Guntur and Kumool as the case may be, along with Annexures.

(C) Range Inspr. GenI. / [Link]. GenI. of Police will compile this list as received
and submit to State Level Police Recruitment Board.

(D) The following committee members will decide the eligibility of candidates with
regard to unfilled vacancies. The decision of the Committee members is the final for
selection:-
(i) ADGP (Law &Order)
(i0 IGP, (Operations)
(iii) IGP, APSP Bns.,
(i") IGP, Lrtelligence
(") DIG, SIB
("i) SP, CI Cell

(E) The Committee will be headed by the senior most officer. They will take into

(F) , Based on the proceedings of the Committee, SLPRB will prepare a merit list of
all eligible candidates as per marks obtained and seniority.

(G) The Criteria for such other RSIs (AR/SARCPL/AI5P) is based on the total
marks obtained by the candidate as on 1'tJuly of the year for which selections are
made, which is to be calculated as under:

0 Length of Service: 01 mark each for every year of physical service as


RSr(AR/SARCPL/Ar5P).
Merit a) The marks shall be awarded for ACRS of 5 years preceding to
the year for which selection is made. If there is more than one ACR in an
year, the ACR for the longer period shall be considered for calculation. (In
case two or more ACRS are available in a year for equal periods, the ACR
of better grading shall be considered). If one or more ACRS in the
preceding S y"rrt itTare not available, equal number of ACRS of previous
years shall be considered for calculation. For the ACR grade of
Outstanding 5 marks shall be given. For ACR grade of Very Good 4 marks
shall be grven. For ACR grade of Good 3 marks shall be given. For ACR
grade of Satisfactory - 2 marks shall be given.
b) 10 marks for each Andhra Pradesh Mukhyamantri Shourya Pathakam
and all other kinds of Gallantry Medals.
c) 05 marks each for Andhra Pradesh Police Seva Pathakam,
Andhra Pradesh Police Katina Seva Pathakam,
Andhra Pradesh Police Uttama Seva Pathakam,
Andhra Pradesh Police Mahonnatha seva Pathakam and all 0ther
kinds of Medals;
d) 02 marks for each DGP Commendation Disc.

(H) The vacancies arising in each zone under this category shall be filled up with
Reserve Sub-Inspector of Police (AR/SARCPL/APSP) of that zo:ne, who satisfy the
definition of local candidate under the Presidential Order in respect of that [Link].

(D In case marks obtained for two or more candidates are same, the length of
service in the rank of RSI (AR/SARCPL/AI5P) shall be taken into account, glving
preference to candidates who rendered more service. In case the length of service is
also same, then the [Link] of birth of the candidate shall be taken into account grving
preference to older person (in age).

10. The vacancies which remain unfilled thereafter for want of eligible local
candidates fulfilling the above criteria, shall be added to the vac4ncies meant for
Direct Recruitment of Stipendiary Cladet Trainee Sub Inspector of Police (Civil).

11,. If *y deviation arises in the selection, the decision of the Chairman, State
Level Police Recruitment Board, Andhra Pradesh wiII be final.

"12. The Unit Officers will call for willingness from RSIs (AR/SAR CPL/APSP)
who have done commendable work over and above the call of duty, in relation to
the control of Naxalite, Maoist and'ferrorist activities and other RSIs who are willing
for transfer to Sub Inspector of Police(Civil)(Men).

13. The following steps need to be followed:

i) The Unit Officers will arrange to explain the above guidelines to


RSI(AR/SAR CPL/APSP)(Men) and also definition of local candidate
as enclosed in Arurexure-I;

ii) The RSI(AR/SAR CPL/APSP)(Men) who are willing to be considered


for transfer to Sub Inspectors of Police (Civil)(Men) need to submit
their apptcations in the proforma prescribed in Annexure-Il along
with their representalions. AIso, they must submit the commendable
work done by them over and above the call of duty in relation to the
control of Naxalite, Maoist and Terrorist activities in not more than 200
words. The nature, place and time of work should be stated, vide
Annexure-III.
iii) Applications received by Unit Officer wiU be compiled Range wise and
sent to concerned Range [Link]. / Dy.I"[Link] Police duly
enclosing Arurexures- fV& V along with application and Annexures-Il
& III submitted by RSIs.
ir) The appointing authority i.e., Range [Link]. / [Link]. Genl. of
Police, will conrpile all such applications received from the Unit
Officers relating to the candidates who desire to be considered for
transfer to Sub Inspector of Police (Civil)(Men). He will cross check the
information as per Guidelines mentioned above.

14. The [Link]. / Dy. [Link]. of Police concerned are requested to send
following data in respect of RSI (AR/SARCPL/APSP) for conversion to SI(Civil) on
or befqre 15-03-2A25 in hard and soft copies in excel format without fail:-

a) List of eligible RSIs(AR/SAR CPL/AI€P) who have done [Link] work


over and above the call of duty, in relation to the control of Naxalite, Maoist
and rerrorist activities as per the guidelines of [Link]. 24 Home

together with necessary documents.

b) Another list of eligible RSIS(AR/SAR CPL/APSP) to fill remaining vacant


posts of sl(civil) as per the guidelines of [Link]. 24 Home ([Link])
Dept., dtd: 17.02.2025 along with Annexures II and vII together with
necessary documents.

c) Certificate of IsGP/DIsG concerned stating that willingness has been called.


from all the RSI (AR/SAR CPL/A[5P) who have satisfied the conditions of
appointment by transfer to SI(Civil) including those who are on
deputation/attachment in other units of State and centre etc.

t ANNEXURE - I
The candidate claiming as local candidate should enclose the required Study
cerfficates (from fV chss to X class or SSC). Residence Certificate in the proforma
only should be enclosed for those candidates who have not studied in any
Educational Institutions.

Definition of local candidate:

(i) "Local Candidate" means a candidate in relation to that Local area where he has
studied in Educational Institution(s) for not less than four consecutive academic
years prior to and including the year in which he appeared for SSC or its equivalent
examination. If however, he has not sfudied in any educational instifution during
the above four years period, it is enough if he has resided in that area which is
claimed as his local area during the above said period.

(ii) k case the candidate does not fall within the scope of the above it will be
considered if he has studied for a period of not less than seven years prior to and
inclusive of the year in which he has studied for the maximum period out of the said
period of seven years and where the period of his study in two or more local areas
are equal such local area where he has studied last (in such local area) will be taken
for determining the local candidature. Similarly, if he has not studied during the
above said period in any Educational lnstitution(s) the place of residence during the
above period will be taken into consideration and local candidature determined with
the reference to the maximum period of residence or in the case of equal period
where he has resided last.

(iit) If the claim for local candidature is based on study, the candidate is required to
produce a certificate from the Educational Institution (s) where he has studied
during the said 4/7 year period. If, however, it is based on residence, a certificate
should be submitted from an officer of the Revenue Department not below the rank
of a Mandal Revenue Officer in independent charge of a Mandal.

(iv) If, however, a candidate has resided in more than one Manda1 during the
relevant four/seven years period but within the same zone separate certificates from
the Mandal Revenue Officers exercising jurisdiction has to be obtained in respect of
different areas.

Note: a) Single certificate, whether of study or residence would suffice for enabling
the candidate to apply as a "Local Candidate".

b) Residence cerfficate will not be accepted, rt a candidate has studied in any


educational institution upto SSC or equivalent examination. Such candidates have to
produce study certificates only invariably. The candidates, who acquired Degree
from Open Universities without studying SSC/Matriculation or equivalent in
educational institutions, have to submit residence certificate on1y.
