About the Australian Government’s Department of Foreign Affairs and Trade


The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and
Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity,
delivering an effective and high-quality overseas aid program and helping Australian travelers and Australians
overseas.
The department provides foreign, trade and development policy advice to the Australian Government. DFAT
also works with other Australian government agencies to drive coordination of Australia’s pursuit of global,
regional, and bilateral interests.

About the position


The position’s primary duty is managing the overarching operational post security function to protect the
people, property and information at the Australian High Commission (AHC). Further, the role provides a
Pan-India oversight function for all security related management at the locally-engaged staff (LES) level at
each of the four Indian Consulates General.

The key responsibilities of the position include, but are not limited to:
1. Manage the 90+ contracted security personnel (including senior contracted roles - one Senior
Supervisor, Supervisor, three Patrol Supervisors and Emergency Drivers) plus one DFAT LES3 ‘Security
Assistant’ and two DFAT LES1 ‘Security Reception’ roles. Management responsibility includes all
performance, training, operational guidance, disciplining and leadership responsibilities, as well as
leading recruitment exercises.

2. Perform all contract management functions for the Pan-India guarding contract including:
a. financial compliance (including during periods of contract renewal / changeover)
b. contract execution and on-going evaluation
c. demonstrate strong human resource, financial, operational, and representational skills to
coordinate between senior contractor positions and the five India posts
d. quarterly contract review meetings using key performance indicators
e. quality assure and deliver regular high quality training to guards across India posts,

3. Manage all security equipment repairs and maintenance contracts, as well as undertake equipment
replacement projects. In Delhi this includes :

a. the AHC duress alarm system
b. the Public Address (PA) System
c. the CCTV system (of over 96 cameras)
d. the Egress and Access Control System (EACS) providing compound access to 400+ staff
e. five guardhouses
f. four x-ray machines
g. four explosive trade detection units
h. walk-through-metal-detector (WTMD) units in all guard houses and hand-held wands
i. All security infrastructure including locks and security doors on compound and 40 A-based
residences.

4. Represent the AHC, or Consulates General, to local or national police services regarding any incidents
involving our missions, or wider staff cohort. This may involve appearing with AHC legal
representatives in court cases to provide feedback to posts.

5. Represent the AHC to New Delhi diplomatic or local police, whenever an A-based or family member is
involved in an incident (e.g., a road traffic accident, or minor crime such as pickpocketing) to register
‘first incident reports’ for insurance /recording purposes.

6. Oversight and management of the various critical New Delhi security / emergency management
functions, including:

a. WhatsApp Emergency Alert Group (for all A-based and families)


b. A-based Private and Official Travel Tracker
c. AHC Open / Close Roster
d. Emergency Radio Network (ERN) system and regular testing
e. TravelWatch media monitoring contract (Pan-India)
f. AHC guarding standard operating procedures
g. Pan-India Emergency Procedures documents, including Lockdown Drills
h. Exercising the AHC emergency response protocols when faced with either the risk or actual
presentation of protest activity

7. Develop and deliver regular security training programs for all LES at the AHC.

8. Manage and report on all aspects of the post security budget.


9. Serve as the first point of contact for all staff at all India posts on general security questions (whether
contractor, LES or A-based).

10. Undertake comprehensive incident investigations, when security incidents occur, and present
comprehensible reports to the post management team for decision making.

11. Complete and regularly update all Residential Security Inspection Checklists for A-based residences.

12. Complete ad hoc security project works as directed by RSO and often on behalf of the Consuls-General

13. Compile professional Security Plans for all incoming VIP (Ministerial and other) visits to India.

14. Develop and maintain a strong, senior network of security contacts within diplomatic community (at
counterpart level) and within the Indian policing and national security organisations at the Assistant
Commissioner level or above.

15. Manage the life cycle of pre-departure, on arrival and departure security briefings, for all posted
officers coming to Delhi, and provide oversight and guidance to the Consulates-General on their
induction and security briefing processes.

16. Provide a regional resource beyond the five India posts, to other South Asia posts, for their
counterpart LES Security Manager roles to contact for advice, assistance, and (where required)
training.
17. Prepare monthly, high-quality reports for RSO and New Delhi PSO, consolidating all open-source
threat reporting / major incident alerts, relevant to our posts, from both the Travel Watch media
service and the guarding contractor.

Qualifications/Experience
• A university level education (masters level is desirable) in security-related or management fields.
• Proven HR and Project Management skills.
• Detailed knowledge of the local laws, plus local authorities’ procedures, workings, and structures.
• Prior security management experience in a diplomatic mission, INGO or large international company
(desirable).
• Ability to work independently, set and meet deadlines, and prioritise one’s own plus the security
team’s critical tasks.
• Strong English and Hindi language skills.
• IT literacy and capacity to utilise developing technologies to enhance physical security operations.
• Willingness to work flexible hours and undertake overtime as required.
