Introduction
Parking spaces are important for keeping a functional school
environment. As the school population grows, the petition for
parking increases, making it critical to provide a designated
area for vehicles. Without an appropriate parking place,
students, teachers and staff are left to park in unsafe and
inconvenient locations, which can lead to delays and traffic.
Also, a well-organized parking area can improve traffic flow
around the school. Parking issues are almost a universal
hindrance for students and others on campus. And it definitely
doesn’t help that a popular best practice in creating walkable
corridors involves placing parking at the edges of the campus
(Ezarik,2022).
There is not enough parking available for students in close
proximity to the school. Students who drive and also have a
late arrival experience this lack of parking on a day-to-day
basis. (Richter,2024).
Parking shortages are a common issue at U.S. colleges and

universities, and implementing smart parking systems can
help address this challenge. Our system combines Iot sensors
and surveillance cameras to accurately count vehicles in
parking structures, providing a website that offers real-time
space availability, floor-level capacity estimates, and
occupancy predictions. In this demo, we aim to share our
experiences in- developing a low-cost yet reliable smart
parking solution tailored for college campuses. (Hou et
al.,2020)
Quizon et al., (2017) in the study “Proposed Multi-Storey
Terminal Parking for PUJs to Alleviate Traffic Congestion in
Plaza Burgos, Guagua, Pampanga” highlighted that wherever
Public Utility Jeepneys (PUJs) are located, heavy traffic
congestion is means positioning them close together to a
terminal at Plaza Burgos Junction because of their high
volumes relates to an issue that is only necessarily parking.
The first complaint is about the absence of a permanent
terminal for public utility jeeps (PUJs) in Plaza Burgos, Guagua,
Pampanga whereas vehicles tend to park on road shoulders
thus causing traffic congestion to worsen. The study suggests
a multi-storey terminal parking building as the answer to solve
heavy traffic congestion and dedicated PUJ gathering area.

Urban areas constantly grow and push their boundaries, and
with this growth comes the challenge of accommodating an
increasing number of city residents and their vehicles.
(Bechthold, 2023). Vehicle parking is a major problem in urban
areas in both developed and developing countries. Following
the rapid increase of car ownership, many cities are suffering
from a lack of car parking areas with imbalance between
parking supply and demand which can be considered the initial
reason for metropolis parking problems. (Singh et al, 2021)
The Shree Sathyam College of Engineering and Technology in
Education (SSCET) campus parking area has been experiencing
challenges in the recent past. The necessity for traffic
evaluation and assessment is likely to improve for future
development of the Road Transport Network. Park their
vehicles nearly without overlapping. This has been great
problem where some car, bike parks their vehicles in two
parking spots they include student and staff at the campus this
project work will recommend an improvement of a parking
facility on the campus considering the current situation on the
campus student and staff at the campus have been
experiencing problems in getting where to park their vehicles.

However, sometimes the available parking spaces are often
occupied by outsiders. In this case, students and staff
members are forced to drive around the campus in search of
parking spaces. (Bhorkar et al., 2016).
Parking issues at educational institutions pose significant
challenges, particularly in urban schools like Marcelo H. Del
Pilar National High School in Bagong Bayan, City of Malolos,
Bulacan. The current parking spaces at the school mostly
accommodate faculty, leaving students and other staff to park
on the roadside or near the school gate. This irregular parking
disrupts traffic flow and creates safety hazards for both
motorists and pedestrians around the campus. Members are
forced to drive around the campus in search of parking spaces.
(Bhorkar et al., 2016).
In the Proposed Parking Facilities for the Local Heritage Site
of Iloilo City. Parking as part of an urban transportation
system is one of the crucial issues of government and private
business owners. The paragraphs that follow describe the
existing conditions of the declared heritage site. The main
road JM Basa Street has been used for parking by privately

owned vehicles. This main street is supposedly intended only
for running on moving vehicles. On certain lengths of this
street, the loading and unloading of Passengers on roads is
allowed. Thus, the parked vehicles decrease the width of the
road and cause traffic congestion. The nonexistence of parking
spaces allotted for motorcycles draws the motorcycle drivers
to park beside the private vehicles. The parking spaces
therefore are not fully maximized. Heavy and large-sized
trucks were also spotted parking on side-streets thereby
narrowing the streets. Other problems observed by the
research groups were a)Unregulated on-street parking
b)Absence of parking signs c) No lines drawn to separate the
parking area into stalls d) illegal vendors occupying the spaces
for curb-side or on street parking, and e) no provision for
separation of vehicle types (Lacsao.,et al 2014)
School parking lot safety is a crucial part of creating a safe,
welcoming environment for learning. When students, staff and
visitors come to your school, navigating where they need to go
and parking is the first step in their journey. With so many
people moving through an area and cars all around, it’s crucial
to have the right safety measures in place to protect each
person in your school parking lot. With 46% of students

getting to school by car, and half or more drivers admitting
they may be distracted while driving for a variety of reasons,
school parking lots and area streets are potentially dangerous
for students, staff and families. And particularly for high
schools, sleep-deprived teens can increase the risk. (Vanco,
2024).
At Marcelo H. Del Pilar National High School, implementing
these strategies could greatly improve parking conditions. The
school’s current parking layout forces students to park in
undesignated areas, increasing traffic near the school.
Designating proper parking areas for students would not only
reduce congestion but also improve safety for both students
and local residents. While expanding parking areas may also
bring environmental considerations into focus, managing these
concerns through structured planning would ensure that the
school environment remains safe and functional for everyone
involved.

Research Questions
This Study aims to provide a wide parking space for both
teachers and students alike. In addition, it will also solve the
lugubrious issue that has been a problem for so long,
regarding space and traffic.
Specifically, the study sought to answer the following
questions:
1. What is the overall condition of the existing parking space
at Marcelo H. Del Pilar National High School in terms of:
a. Suitability/Capacity for students and staff
b. Convenience of location
c. Design and safety features
2. What are the main challenges faced by students, parents,
and staff in Marcelo H. Del Pilar National High School which

The figure above shows our research and proposed a study to
contribute a solution for the ongoing problem about the lack of parking
spaces in Marcelo H. Del Pilar National High School. The tools that we
will use to gather data is a survey that contains a 4-point likert scale to
measure how important a multi-purpose parking space is to different
peoples, such as: teachers, staff and students at Marcelo H. Del Pilar
National High School. In addition, interview guides with open-ended
questions were used to gather viewpoints and their experiences of the
teachers, students, staff as well as the experiences regarding the
visitors to Marcelo H. Del Pilar National Highschool. The data is
examined through the use of the measuring central tendency
alongside statistical analysis and identifying common themes together
with thematic analysis. With the data, the design of multi-purpose

parking space is based on standard laws while considering the
suggestions and opinions of the respondents.
Significance of the Study
The proposed multipurpose parking site at Marcelo H. Del Pilar
National High School holds considerable importance for the school
community and the surrounding area. The lack of free parking space
has led to congestion within the school premises, making it crowded
with vehicles during peak hours. This not only disrupts the smooth flow
of school activities but also contributes to traffic problems in the
surrounding areas, affecting students, staff, and the broader
community. Moreover, this study is beneficial to the following:
Teachers - This proposed parking site will help the teachers of
Marcelo H. del Pilar National High School by giving them a space to
park their vehicles in a more secluded and organized spot that will be
time efficient as well.
Students - This proposed parking site will be of help to the students
of Marcelo H. del Pilar National High School in the way of providing a
space for students to park their own vehicles in the parking site
resulting in a more productive schedule and space that will lessen their
chances of being tardy.

Visitors - The visitors of Marcelo H. del Pilar National High School will
be benefited by the proposed parking site as well, handing them a
place to park their vehicles in the school premises.
Future Researchers - And to our future researchers, this research
regarding the proposed parking site will benefit them in ways that will
make their research smoother, it will also give them more information
about the past regarding the pros and cons that they can add to their
research.
Scope and Delimitations
This study will focus primarily on the needs and
perspectives of school stakeholders, including students, teachers, staff,
and local school government members. The research aims to define
particular functions for a multi-purpose parking space, especially to
develop recommendations for optimizing its use to meet the needs of
the school and improve its overall function.
The purpose of this study is to explore the potential for using the
parking space for more than car storage, particularly during events
such as community gatherings. The study will analyze the feasibility of
using the space for events such as school fairs, parent meetings, or
local community gatherings.

This study will focus exclusively on the parking space at Marcelo H. Del
Pilar National High School. Data collection will be limited to the current
student body, teachers, staff, and local school government members.

Methodology
Research Design
In this study, the target respondents are students, teachers, and staff
of Marcelo H. Del Pilar National High School. A purposive sampling technique
would be appropriate as it allows for focusing on individuals directly impacted

by the parking situation. According to Hou et al. (2020), a focused sample
enhances the reliability of results in studies requiring specific experiential
input, such as opinions on parking challenges.
Respondents and Sampling Technique
A Mixed-Method Qualitative and Quantitative Research was followed in
creating the research. Within mixed methods research, a key issue is how to
mix qualitative and quantitative research orientations (Ramlo et al.,2019). A
survey-questionnaire and interview will be conducted regarding the research.
A semi-constructed survey design was used. A semi-structured survey
was selected because it provides an accurate portrayal or account of
the respondent’s knowledge,experiences, wide opinions and
suggestions that will be well-detailed and precise through pre-made
and open ended questions alike.

Research Instrument
Survey-questionnaires and interviews were chosen as data
collection instruments. The information obtained through the
questionnaire is similar to that obtained by an interview. Questions in
the given survey-questionnaire are made detailed to capture
respondent’s elaborate answers. The survey questions should provide
reproducible results (reliable), measure what they are supposed to
measure (valid), and take less than 10 min to answer (Tait et al.,2019).
Questions were prepared for teachers, students and school personnel
specifically to acquire a diverse line of responses. Interviews will be

confidential. Respondents’ identity and privacy will be taken into
consideration and will be fully respected. Interview answers will be
attained through a recording device considering efficiency for both
parties.
Data Collection Procedure
Questionnaires will be personally distributed by researchers to
the respondents. Datas will not be rushed and will give respondents a
flexible time to give their answers. A one-on-one interview will be
conducted. Interviews will be short and precise, highlighting only the
focal points of the research.
Data Analysis
The data gathered will be thoroughly analyzed by the researchers.
Converted into percentages and collated in the form of tables, graphs, and
figures to make the data presentation meaningful. Data will solely be relied
on research questions and answers.
Data Scoring
The data scoring will follow a Likert scale approach, where
respondents rate their agreement on statements about parking
challenges and preferences on a scale of 1 to 5. Likert scales are
common in educational and social research for gauging subjective
