4. SENIOR SCOUT CODE
As a senior scout, I will live by the scout oath and law and the senior scout motto and slogan.
I will be familiar with the constitution of the Philippines, especially my rights and obligations as a
Filipino citizen. I will share in the responsibilities of my home, school, church, neighborhood,
community and country. I will deal fairly and kindly with my fellow men in the spirit of the scout law.
i will work to preserve our Filipino heritage, aware that the privileges I enjoy, were won by hard work,
sacrifice, clear thinking and faith of our forefathers. I will do everything in power to pass on a better
Philippines to the next generation

5. SCOUT SIGN, SALUTE, AND HANDSHAKE


The scout sign is done on the right hand in a 90-degree angle. It is used by
all invested scouts who are present at the investiture ceremony of a new
scout, it is also used when scouts greet each other in a wave like gesture.
The scout sign is mainly used when reciting the Scout Oath, Law, Code, and
Mission & Vision. The sign is important for it identifies you as a scout
anywhere around the world.
The three fingers pointing up represents the points of the Scout Oath; Duty
to Self (INDEX FINGER), Duty to God and Country (MIDDLE FINGER),
Duty to Others (RING FINGER).
The two other fingers signify World Brotherhood (THUMB), and Character
Building and Citizenship Training (PINKY FINGER)
The Scout sign also signifies that a Scout climbs upwards to a bigger and better future, and things, it
represents that a scout never gives up, and will do anything to succeed.
The Scout salute is used is to show respect to the Philippine Flag when
singing the National Anthem during Flag raising and lowering, certain
events, etc., it is also rendered to Scouters, Scouts, Staff, Seniors, High
ranking military officers, Eagle scouts, and many more.
The salute shall be in Scout sign, with the forefinger or middle finger
touching the tip of the eyebrow, if you are wearing a hat, or eye glasses,
it touches the tip/brim of the hat or eyeglass.
The Scout salute is the highest form of respect in terms of gestures to
people and the flag.

The Scout Handshake, it is done with the left hand,


this was done first by the ASHANTI TRIBE to Lord
Baden-Powell as a sign of respect, trust, and
friendship.
The left was commonly used to hold a shield which
protects you from possible harm, shaking with the
left-hand means putting your guard down and that
you trust the person.
Many say it is also done because the left hand is closest to the heart, and is a sign of true friendship.

6. SCOUT UNIFORM INSIGNIA (BSP Emblem)


The BSP emblem can be seen everywhere, like in our
uniforms, it is the emblem or some may say the logo
that represents us as scouts.
The emblem is composed of many symbols and
meanings; It is composed of two parts, the BADGE
and the SCROLL.
The three points of the trefoil/fleur-de-lis represents
the three duties of a Scout; Duty to God, Duty to self,
and Duty to others.
The three stars represents Luzon, Visayas, and
Mindanao, it also represents the foundation of Scout
Citizenship; Faith, Truth, and Knowledge, also it
represents the stars under which each scout sleeps
under during camping. Color Red represents Courage,
Bravery, Heroism and for the blood of those who
died for our country. Color Blue represents high political purpose and noble ideals. Color White
represents Peace and Purity.
The Eight rays of the Sun represent the first eight provinces that fought the Spanish Rule; Manila,
Bulacan, Pampanga, Batangas, Tarlac, Nueva Ecija, Cavite and Laguna. The single band joining the
three points of the trefoil/fleur-de-lis symbolizes Unity and World Brotherhood. The scroll below is
like the mouth of a smiling Scout, indicating that a Scout is always cheerful and generous with his
smiles, on its face is the Scout Motto “LAGING HANDA”. The overhand knot below it is used to tie
at the bottom of the scroll reminds that us Scouts to do a Good Turn Daily, no matter how simple it is.
The trefoil otherwise known as the fleur-de-lis is a flower which represents peace and purity.
8. WOSM Badge / World Scout Emblem
The World Scout Emblem, it is used by millions of scouts
world-wide.
- The trefoil/fleur-de-lis designates north on a compass, it
is widely used by many around the world, the fleur-de-lis
is a French flower a.k.a. the lily flower is the favorite
flower of Olave Baden-Powell, wife of Baden-Powell.
- Just like the BSP emblem, the WOSM is in every
uniform of each scout. Only difference is, the WOSM
badge is worldwide and represents the millions of scouts
from 216 countries around the world.

• Middle of the Fleur-de-lis is Duty to God
• Right of the Fleur-de-lis is Obedience to the Scout Law
• Bond of the Fleur-de-lis represents the Family of Scouting

- KNOT TYING
8 BASIC KNOTS

a. The Overhand Knot – Stopper Knot


- Used to stop, secure, and easily tie the end of a rope to stop or
prevent it from slipping off.

b. The Figure of Eight Knot – Stopper Knot


- Used just like the overhand knot, to stop, secure and easily tie of
the end of a rope to stop or prevent it from slipping off.
- It can be tied off a bight to create a loop in the end which can
serve as a loop to hang an item or more rope.
c. The Sheep Shank Knot – A method for shortening a rope
- It is used when a line/rope
is loose, it can be used to tighten or shorten the rope.

d. The Slip Knot – Easy slip for stopper and tying off ends.
- Used for temporary stopper knot.
- It is considered a noose.
- It is easy to tie easy to untie.

e. The Clove Hitch


- It is a quick and simple hitch.
- It’s purpose is to tie off ends into a surface.
- It is widely used in lashing.
- It can be used to drag heavy objects.

f. The Timber Hitch


- The timber hitch is used to bundle logs, twigs,
sticks and many more.
- It can be used to drag heavy objects.
- It is used in some kinds of lashing.

g. The Bowline Knot – Emergency preparedness, recue and much


much more things.
- The bowline is sometimes used for man overboard
recuses, they put it around the chest below the armpit, it is so that
they may be able to perform a horse recovery on the person.
- It is usable in rock climbing, repelling and much
more in the climbing community.
h. The Square Knot – First Aid, Emergency preparedness, easy to tie
easy to untie.
- It is used in many things, especially first aid as it is
easy to tie and easy to untie.
- It can be used in tying the flag to the rope in the
flagpole.
- It can be used for the neckerchief when you don’t
have a slide/woggle.

- LASHING / THREE BASIC LASHINGS


a. The Square Lashing
- This lashing is used in many great
things like chairs, houses, sheds, tables, etc.
- This uses the clove hitch as a
starting knot and the same as a lock in the end.

b. The Diagonal Lashing


- This lashing is used for almost the
same as square lashing, like chairs, houses,
sheds (roofs, foundation), etc.
- This utilizes the timber hitch instead
of a clove hitch as a starting knot but still uses
the clove hitch as a lock or end knot.

c. Shear Lashing
- Used in A-frames, for sheds,
houses, the roofs and some kinds of
foundations.
- This utilizes the clove hitch around
the two poles, and it uses 1 frapping around the
middle of the two poles.
d. The Round Lashing
- This is used to attach two poles
together to extend its length.
- This unlike the shear lashing does
not use a frapping in the middle, instead it only
uses the tightness and secureness of the
wrapping and clove hitch.

e. The Tripod Lashing


- This is used in tee pees (traditional
tent), cooking (boiling), and support loads such
as jugs, bags, and much more.
- It utilizes two frapping in between
the three poles/sticks, like others, it also uses
the clove hitch as a starting knot and a lock.
- This is one of the only basic
lashings that can support itself to stand.

- FIRST AID
- It is the immediate and temporary care given to an person who suddenly got ill or injured
physically.
- Its objectives are the following:
To save lives
To prolong life to an injured person
To alleviate suffering of the person injured
To prevent further injury; life threatening or not
- G.O.R.T.S.
Gentle, Observant, Resourceful, Tactful, Sympathetic
- Bandaging (MEANING AND BASIC INFORMATION)
- It is the procedure on where you apply pressure using clean cloths, bandage,
and even the neckerchief, it is used when there is an open wound or when blood is not
stopping immediately.
- It provides temporary support for immobilization; it utilizes some things to
prevent further movement or injury to an already injured person.
- It utilizes the CRAVAT bandage, this can be folded from a triangular bandage,
neckerchief and more objects. Mostly it uses gauze and actual bandages.

- EMERGENCY PREPAREDNESS
- Emergency preparedness is an important action to do during disasters likes earthquakes,
burning house, typhoon, floods, etc., this shall include an action plan and readiness of first aid, and
other need to know actions incase of the events happening.
- During Emergency a scout shall know what to do according to what is planned, taught,
and safe. A scout shall know the necessary first aid in case of injury. A scout shall know the
evacuation plan of the school or adapt to any environment during emergency.
- SWIMMING
- Swimming strokes

c. Breast stroke
d. Side stroke – rescue
e. Butterfly – hardest
f. Elementary back stroke

- CLOUD IDENTIFICATION
a. Stratocumulus – below 6,000ft.
b. Stratus – below 6,000ft.
c. Cumulus – below 6,000ft.
d. Altocumulus – 6,000ft. to 20,000ft.
e. Altostratus – 6,000ft. to 20,000ft.
f. Cirrocumulus – above 18,000ft.
g. Cirrus – 18,000 ft.

- Morse code is used around the world, it was created by Samuel Morse to find a more
effective and faster way to communicate instead of letter, he created it because he found out his was
ill weeks after she died, it was then that he promised to create a faster way to communicate over
distances.

- WIGWAG and SEMAPHORE
These are also known as flag signals, mostly used during war, it was an effective way
of communicating from afar without the use of Radios, or any wireless device.

- Semaphore uses two flaglets each held by both receiver and transceiver.
- Wigwag on the other uses one big flag each held by also both receiver and
transceiver.
• Unlike semaphore, the two big flags held by the communicators in wigwag
are two
different colors and style.

This represents our dedication, our life, and commitment as a scout. It is our promise
to do our best and striving to achieve and overcome every challenge given to us.
We will do everything to serve the Lord, our God no matter our religion or
denomination, no scout shall not believe in God.
We will do everything and our best to show our love and patriotism to our country the
Philippines.
To help other people at all times and to keep myself physically strong, mentally awake
and morally straight.
One of the main reasons of scouting is to help our fellow men no matter what, give
what we can to help.
We as scouts shall keep our body healthy, be physically fit and keep a good balance in
diet.
We as scouts shall be aware of what is happening around us, we shall not be
influenced by bad habits, we shall spread love, friendship, and unity among others.
We shall keep our beliefs straight, values and priorities first, and we shall live a life
that is honest, clean, and be a person of strong character.

• Trustworthy
A scout tells the truth, keeps his promises, does not betray his fellow men.
Honesty is part of the code of conduct, people can always depend on a scout.
• Loyal
A scout is true to his family, friends, leaders, school, nation and the world
community, a scout shall be transparent with his fellow men and other people.
• Helpful
A scout is concerned about the safety of other people, he as a scout shall
willingly volunteer to help without expecting a reward or payment.
• Friendly
A scout needs to be a friend to all, he seeks to understand everybody, he shall
respect the ideas, opinions and customs of others different from his own, no scout shall
be disrespectful to anybody in his community and the whole world.

• Courteous
A scout is polite to everyone no matter who and where, no matter age, gender,
and position, a scout should know that good manners make it easier for people to get
to know each other and be friends.
• Kind
A scout shall understand one’s situation, and be gentle, helpful to others at all
times, he shall treat others as he would like to be treated, he shall not harm, kill or
injure any living creature but will do his best and strive to protect and keep them alive.
• Obedient
A scout follows the rules of his family, school, nation, and troop. He shall obey
the laws of his community and country, and if he thinks that these laws are unfair in
any circumstance, he shall try to change it in an orderly manner rather than disobeying
it.
• Cheerful
A scout should look at the bright side of life and never shall do tasks frowning,
he should do them in a cheerful manner, and a scout needs to make people happy.
• Thrifty
A scout works to save money, pay for what he needs, and to help others. A
scout shall save for his future, a scout shall protect and conserve natural resources, and
uses his time carefully and properly
• Brave
A scout is brave to face his challenges, face his fears, and dangers no matter the
situation and even if he is afraid. A scout shall have the courage to stand for what he
thinks is right and just for the troop, community, home, nation, and the world even if
people laugh, mock, or threaten him. A scout shall protect his rights and stand up for
others.
• Clean
A scout is clean because he keeps his body, and mind fit and clean. A scout
goes around with others who have the same ideals as his, he shall help to keep his
community, school, troop, and home clean.
• Reverent
A scout believes in God, no scout shall enter the program without believing in
God, he should not renounce his faith, he should not escape his religious duties, and he
shall respect the faith and belief of others. A scout shall serve the Lord, and always
protects his faith from others who harm it.

- THE IMPORTANCE OF THE UNIFORM AND NECKERCHIEF


- A SCOUT SHOULD WEAR THE UNIFORM WITH THE HIGHEST RESPECT, NO
SCOUT SHALL DEFACE, ALTER, OR INTENTIONALLY BREAK/RIP THE UNIFORM
APART.
- A SCOUT SHALL GIVE HIS BEST TO TAKE CARE OF HIS UNIFORM BY
CLEANING IT, IRONING IT, AND PREVENT STAINS.
- A SCOUT SHALL NOT DO ANYTHING MALICIOUS, BAD, OR SOMETHING
INCRIMINATING WEARING THE UNIFORM, OR ANYTHING THAT REPRESENTS
THE BOY SCOUTS OF THE PHILIPPINES, OR WORLD SCOUTING.

- WHAT OUR UNIFORM MEANS


The uniform signifies your membership to the world brotherhood of the scouting
movement – The Boy Scout of the Philippines and the WOSM, it proclaims you as a scout, a
person of character, a person with high and noble scouting ideals, it reflects our respect to
the scout law, oath, and code. It represents the scout motto “LAGING HANDA” as our
uniform shows that we are always prepared in any situation there is.
The uniform represents all scouts around the world and it represents our training, hard
work, sacrifices, and much more in the scouting movement.

- WHEN TO WEAR THE UNIFORM


The scout uniform must be worn with pride, honor, respect, and distinction.
The following must be obeyed/observed/followed by all Senior Scouts:
It shall be worn in all scouting activities such as Crew, and Outfit meetings,
hiking, camping, community projects, jamborees, parades, ceremonies, and
more.
It shall be worn in religious service for scouts, at scouting month during
prescribed or certain events/service.
On occasions set by the Local Council, Region, or the National Office of the
BSP.
- WHEN NOT TO WEAR THE UNIFORM
The scout uniform should not be worn when soliciting funds, in any selling, marketing
or promotional campaign, or in any commercial where it is not related to the scouting
movement.
This however does not forbid scouts in uniform from selling items, tickets, for
scout benefit shows, rallies, or any similar scouting events.
When engaged in any activity of a political party.
When appearing professionally on stage, motion pictures, or modelling without the
specific authorization from NEB of the BSP.
When taking parts in parades, except for rendering service as a Scout/er or when
officially representing the BSP.
When one ceases to be a Scout/er through failure to register or leaves the scouting
movement for other reasons.
- THE NECKERCHIEF AND CARABAO SLIDE
Our neckerchief is the centerpiece of our uniform, when worn it officially represents us
as scout.
The scout movement allows the use of the neckerchief in cases of emergency

The neckerchief shall not be intentionally defaced, it shall not be put in the ground
unless needed otherwise (emergency, first aid, etc.), it shall not be dropped.
The Carabao slide is also an important piece, it symbolizes hard work, humility,
perseverance, and strength.
The burden of an animal which is so valuable, where Filipino farmers are represented,
examples of kindness, friendliness, hospitality, patience, persistence, and much more,
these all are held by our Philippine national animal possess, also “Good Character.”

- WHERE, WHEN, HOW IT FIRST BEGAN
Following the occupation of the Philippines during the 20th century, American soldiers
brought scouting to the country, there were records as early as 1912 of scouts in Manila,
backed by the First BSA National Council Meeting in 1911, and an article in the book
published for the beginnings of Scouting America called the Boy Scout Story, published 1955.
Plans of creating/forming Scout troops for Filipino boys came from Mrs. Caroline S.
Spencer, an American widow doing charity works in Sulu, Mindanao, Philippines with Lt.
Sherman L. Kiser, who is a young Second Lieutenant assigned to her transportation and
accommodation for her charity work in the country. Upon seeing small boys wandering
around during one of their trips for charity, Mrs. Spencer introduced the idea to form and
organize Boy Scout troops to Lt. Kiser.
The two discussed the idea seriously, but following the reassignment of Lt. Kiser to
Zamboanga and Mrs. Spencer’s return to the United States, the plan to form Boy Scout Troops
in Sulu never made it through. However, while in Zamboanga, Lt. Kiser observed the same
behavior of boys and decided to push through with the idea of forming Boy Scout Troops.
The first Filipino troops consisted of 26 boys, formed on November 15, 1914, this
troop was named Lorillard Spencer in honor of Mrs. Spencer’s Son, who was also a Boy
Scout.
Based on the BSA Handbook and clippings of Boys Life Magazine, 16-year-old Celso
Mirafuente formed troops in Boac, Marinduque during the year 1922. This led to the
recognition of Mirafuente as the pioneer of Scouting in the province.

The Rotary Club of Manila along with other civic oriented groups, Young Men’s
Christian Association, Knights of Columbus, Masons, Elks, The Filipino and Chinese of
Commerce, the United States Army, the Catholic and Protestant church, and the American
Legion, their help led to the establishment of the Scouting Program in the Country, called as
the Philippine Council of the Boy Scouts of America (BSA).
On December 27, 1923, the Philippine Council was recognized and chartered as a
first-class council, and was elevated as a National Scope instead of being only in Manila as
originally requested.
The first fulltime Council Executive was A.S. MacFarelane, later on succeeded by
Ernest E. Ross, who held the position until the official turn over of the Philippine Council –
BSA to the BSP on January 1, 1938.
Col. Emile H. Stevenot worked for the speedy Filipinization of Philippine Council –
BSA to be called the Boy Scouts of the Philippines and to pass the BSP Bill, he petitioned its
enactment from the National Assembly to the Office of the President. The BSP Bill was
sponsored by Iloilo Assemblyman Tomas Confesor and was signed into a law as the
Commonwealth Act No. 111 by President Manuel L. Quezon on October 31, 1936, creating
Boy Scouts of the Philippines as a public corporation with the purpose of promoting “The
ability of boys to do useful things for themselves and others, to train them in scoutcraft, and to
teach them patriotism, courage, self-reliance, and kindred virtues, using the methods which
are in common by the Boy Scouts.”

On January 1, 1938, the inauguration of the Boy Scouts of the Philippines was held in
front of the Legislative Building in Manila with Exequiel Villacorta taking over as the Chief
Scout Executive, equivalent to the position of today’s Secretary General.
Joseph Emile H. Stevenot served as the first President of the BSP, with Jorge B.
Vargas as the First Vice President, Carlos P. Romulo as the Second Vice President, General
Vicent Lim as the treasurer, Judge Manuel R. Camus as National Scout Commissioner,
Exequiel Villacorta as Chief Scout Executive, and Saverino V. Araos as Deputy Chief Scout
Executive.
Several years after the passing of the BSP Bill / Commonwealth Act No. 111 the BSP
still strives on and year by year grows and creates leaders, and shapes people into good
examples for the country.
The BSP is still subsequent with its amendments under the Presidential Decree No.
460 and Republic Act. No. 7278.
The BSP continuous on with its mission to love our country, ourselves, others, and
especially God.
