SECTION I: INTRODUCTION

ARTICLE 2; TERMS AND PHRASES
1) The terms and phrases here in shall bear meaning as defined in ICCR unless specific
definition has been made for the competition rules
2) Match Crew ; Means That Following Persons And Shall Compose
i) Registered Staff ,Students , And The Days Participating Classes
ii) Match Official Of The Days Match
3) Representative; Means The Class Teacher Of The Class
4) Match Day List; Means The Lists Of Players Eligible To Play For That Specific Match
5) Stream; Means The Players(Students) Officials(Teachers) And Fans Of The Stream In
Football Competition Or Football Competition Match
6) Fan; Mean The Registered And Unregistered Students ,Teachers And Any Other Person
Present At The Match Or In The Area Of The Radius Of 1km From The Center Of Pitch Of The
Venue Of The Match Who Verbally ,Physically And Logically Express Support Of That Team
7) Competition Committee: Means The Games And Sports Committee Of The School ( Rev
Jabuloni Issoke Memorial College)
ARTICLE 3: INTERPRETATION
1) Unless the context otherwise requires :
a) Words importing the singular number shall include the plural and vice versa
b) Words importing any particulars gender shall include all other gender s
c) Referees shall mean center referee and assistance referee and any other appointed
official as per laws of the game
d) The heading and any formatting style in these rules are for convenience only and shall
not affect their interpretation
e) These rules shall remain in force until another set of rules are put in places by the school
tournament organizing committee
ARTICLE 4: LEADING OPINION
1) The spirit behind these rules is aimed at promoting fair play as per annex 1 of these rules
2) The TOC shall apply and enforce these rules upon receiving report and complaint ,or petition
filed by any party offended and may apply and enforce these rules upon their own finding of
any infringement
3) Infringement to these regulations that are also prohibition in the sports act shall be
prosecuted in accordance with these regulations for the violation and sanctions issued as
prescribed here in but any information as may be sought and/or final case report will be
shared with the school authorities for further action
ARTICLE 5: SCOPE
1) These regulation establish binding rules concerning the process , management ,and control of
football competition in the school in any event of contradiction ,these rules shall prevail over
TOC rules
ARTICLE 6: COMMUNICATION
1) The following means of communication shall be the accepted official means:
a) When the written communication is received and signed for by any of the registered officials
of the recipients
b) When delivered to the premises of the recipients and signed for
c) When posted and proof of post is acquired.
2) Each communicating party may endeavors to use more than one of the above means of
SECTION II: COMPETITIONS PROVISIONS
ARTICLE 7: FORMAT OF FOOTBALL COMPETITIONS
1) Mixed –Format competition: This is a competition where participating teams are drawn into
groups and group teams playing against each other on min-league basis with qualification to the
knock-out being determine by the TOC
a) Groupings: streams are drawn in three(3) groups that is A , B and C
b) Knock-out: the best two teams from each group shall proceed to the knock-out stages
c) The best two number threes from any of the group shall qualify out of the group to make
eight teams for the knockout stages
d) Quarter-finals: there shall be two pots for the draw of quarter finals
i) Pot 1 shall have winners of all the three groups and best runners-up from any group
ii) Pot 2 shall runners up and the two best losers from any the group.
2) Coaches (class teachers ) and captains shall be invited for the draw at the end of the group stage
Games by the TOC
ARTICLE 8: DETERMINING THE WINNER
1) Each team participating in a league, mini -league and group stages of mixed- format competition
match shall be awarded three(3) points for a win , one(1) point for a draw and zero(0) point for
a loss
2) The winner shall be the team at the top of the table of all groups
3) The position on the table standing at all times throughout the tournament shall be ranked on
the following priority order from top to bottom considering cumulative statistics from the first to
the last recognized matches of the competition
i) Total number of points accumulated in each of the group stages
ii) If the rule 8(3)(i) does not separate the team , then the better team between the tying
teams by the head to head (using the goal aggregate system)will be ranked above the
other
iii) If the rule 8(3)(ii) does not separate the teams, then the better team , between the tying
teams , by virtue points will be ranked above the others . for purpose of this provision ,
virtue points shall be the one (1) extra point earned by the teams that win their match
by two(2)-goal or more margin
iv) If the rule 8(3)(iii) does not separate the teams , then the better team between the
tying teams by the difference between the goals scored will be ranked above the others
v) If the rule 8(3)(iv) does not separate the teams then the better team between the tying
team with an inferior number of fair-play points will be ranked above the other(s)
For the purpose of this provision, fair-play points will be calculated as 3 points for red
card and 1 point for a yellow card and totaled up per team throughout the tournament
4) The TOC rules indicate that the knocked-out match is played over one leg.
i) The team with more goals at the end of the one leg will be declared winner of that
match
ii) If the teams are still tying up by the 8(4)(i) above an the end of the match. We shall go
straight to penalty shoot-out and the team with more penalty goals shall be the winner
iii) If the teams are not separated by 8(4)(ii)above a coin may be tossed to determine the
winner where time cannot allow for penalties(penalty shoot-out) or their continuation
SECTION III: PERSONNEL
ARTICLE 9: PLAYERS
a) Only students of Rev Jabuloni Issoke Memorial College shall be eligible to play in issoke
championship
b) Students should play for his/her stream where he/she is registered in
c) A stream that field an eligible player shall lose the match by forfeiture to the opposing team
d) The TOC reserve all the rights to over further screening of players in determination of
eligibility in relation to any complaint
ARTICLE 10: TECHNICAL PERSONNEL
1) For the purpose of this article a coach shall be a class teacher of the class or stream
ARTICLE 11: MATCH OFFICIAL
1) The match official will comprises of the general co-coordinator, (games teacher ), technical
official (football coach) ,Centre referee ,first assistant referee ,second referee and fourth
official .in event of the absence of the any of them , the present team shall be considered
the match official
SECTION IV: MATCHDAY TECHNICAL DETAILS
ARTICLE 12: MATCH DAY LISTS AND SUBSTITUTION
1) There shall be the following match day Lists
a) 23 players match day list: this shall comprise of 23 players and 9 officials
b) 18 players match day list: this shall comprise of 18 players and 6 officials
c) 16 players match day list; this shall comprise of 16 players and 4 officials
ARTICLE 13: DURATION OF MATCHES
1) The competition match shall be played for 35 minutes each half but shorter duration of not less
than thirty five minutes each half may be played where a justifiable reasons in the opinion of the
referee exists.
2) In case a match is abandoned as a results of force majeure ,the match shall recommence with
the same score at the minute at which play was interrupted rather than being replayed in full
3) In case the match is abandoned and TOC decide s continuation of play or a full replay depending
on the circumstances of the abandonment , the match shall recommence with the same score at
the minutes
4) The following principles shall apply to the recommencement of the match
a) The match will recommence with the same players on the pitch and substitutes available as
when the match was initially abandoned
b) No additional substitute may be added to the list of players on the team sheet
c) The team can make only the number of substitution to which they were still entitle to when
the match was abandoned
d) Players sent off during the abandoned match cannot be replaced
e) Any sanctions impose before the match was abandoned remain valid for the remainder of
the match
f) The kick-off date (foreseen for following day) and location shall be decided by the TOC
g) Any matters requiring further decision shall be dealt with TOC
h) All matches shall have half time interval not exceeding fifteen minutes
ARTICLE 14: LAWS OF THE GAME
1) All the football competitions matches shall be played in accordance with current FIFA and FUFA
laws of the game
ARTICLE 15: CAUTIONS AND SEND-OFFS
1) Cautions and send-off earned in a particular competition shall only be served in only that
Particular competition
2) TOC may decide on top of the statutory punishment to impose an extra punishment depending
on the gravity and/or reoccurrence of the matter
3) All cards (cautions and send-off ) shown to players from dismissed/dissolved streams shall
remain in force till fully served as per rules
4) All cards (cautions and send-offs) shown to players from abandoned and/or uncompleted
matches shall remain in force till fully served as per the rules
5) A players who accumulates three(3) bookings (cautions)in a mixed-format competition shall
automatically become ineligible for the next one physically played match
6) A player who is send-off the field of play by accumulating two(2) cautions during the same
competition match automatically become ineligible player for the next two(2) physically played
match
7) A player who is directly sent-off the field of play during the competition match automatically
become ineligible for the next one(1) physically match
8) Send-off earned in the competition but not served in the season they are earned ;they shall
automatically be carried forward to the next season competition even if the player changes
stream /class
9) Send-off and accumulated cautions (amounting to suspension)earned in group stages of the
competition shall be served in the knock-out stage of the competition
10) Send-off earned in a knock-out stages of the competition but not served in the season they are
earned shall automatically be carried forward to the next season competition even the player
changes the stream /class
11) Cautions earned (not leading to suspension) but not served in group stages shall not be carried
to the knock-out stages or the following season
SECTION V: DISCIPLINARY PROVISION
ARTICLE 16: MISCONDUCT AND SANCTIONS
1) TOC may act against a player (student) or official in respect of any misconduct which is defined
as being a breach of the following;
a) The laws of the game
b) The competition rules
c) School rules and regulations
2) All person at a football match shall at all times act in the best interest of the game and shall not
act in any manner which is improper or bring the into disrepute or use anyone ,or a combination
of ,violent conduct serious foul play,, threatening ,abusive , indecent or insulting words or
behavior . any person in breach of this section , shall be sanctioned in accordance with the
ethics and disciplinary code
3) Players and /or official who undertake acts of misconduct may be further sanctioned in
accordance with ethics and disciplinary code in addition to the automated suspension
By the referees in accordance with laws of the game
4) Brawl
a) Any person involved in a brawl shall be sanctioned in accordance with the ethics and
disciplinary code
b) Anyone who has tried to merely to prevent a fight shield others or separate those involved
in a brawl shall not be subjected to punishment
5) Unidentified aggressors
a) It is the duty of the two (2) streams in a competition to identify persons in attendance at
the football match once required
b) In the case of violence and it is the duty of the defaulting class to identify perpetrator(s)
within the period given by the TOC
i) In event that the class identifies the perpetrator(s), the individual perpetrator(s)
shall be sanctioned in accordance with the ethics and disciplinary code
ii) In event that the individual perpetrators where identified by the defaulting class
and their acts where indeed in their own capacities, the TOC may at its independent
discretion exonerate the class from the sanctions provided for in the ethics and disciplinary
code
6) Hiding of match ball
It is prohibited to make match ball unavailable in order to waste time , a stream which is found
guilty that any of its players or any of its fan hides away the match ball shall be sanctioned in
accordance with ethics and disciplinary code
7) Hooliganism
a)class in a competition are responsible for order and security both inside and outside the pitch
b) if during the game time ,as defined in competition rules , that act of hooliganism and violence
the abandonment of a match, the defaulting class if found liable by the TOC will lose the match
by forfeiture . The defaulting class shall be sanctioned in accordance with the ethics and
disciplinary code
c) if the match officials reports that individuals or groups have verbally insulted a member of the
match crew , the defaulting class from whom such individual or groups are judged by the TOC to
come from shall be sanctioned in accordance the with the ethics and disciplinary code
8) Invasion of the field of play
Unauthorized persons are not allowed to invade the field of play during game time and if an individual
or club is found liable shall be sanctioned in accordance with the ethics and disciplinary code
10) Protest and petitions
Any protest or petition by entities, classes or individual relating to misconduct or breach of any of the
issoke competition rules shall be filed in writing and delivered directly to the Tournament organizing
committee. The protest or petition relating to misconduct or breach of the competition rules shall be
free of charge
ARTICLE 17: MEDIA STATEMENT
a) There is the communication code and every person and entity undertaking part in the school
authorized competition are bound to this code
b) Players (students),coaches (class teachers) and fans are prohibited from talking about the match
officials appointed for their match before, during and after the match and any contravention to
this provision shall be sanctioned in accordance with ethics and disciplinary code
ARTICLE 18: JUDICATURE
The Disciplinary Bodies
1) Actions and intentions that contravene these regulations will be adjudicated upon by the school
authorities and tournament organizing committee in accordance with the ethics and disciplinary
code
2) In the process of investigation, the TOC and school authorities finds any competition entity to
have contravened with these rules or any other rules as reported or as investigation may reveal
these or any other rules shall be evoked as the case may be but in any case shall not alter the
results of the match that was played more than fifteen (15) days before the findings and in such
a case , an alternative disciplinary action by the TOC shall be applied to the defaulting entity
3) The magnitude of a disciplinary(s) may be determined by the school authorities and TOC in line
with magnitude of the default. the disciplinary action may be increased for cases of repeated
violations
4) TOC suspend the disciplinary actions for the following reasons :
a) To be taken as a warning to deter reoccurrence and once there is reoccurrence the full
disciplinary actions is enforced
b) To be applied at a later stage in order not to affect the sporting competitions
SECTION VI: FINAL PROVISON
ARTICLE 19: CIRCULAR
1) From time to time , school authorities and the games department any issue circulars to
clarify or even amend any content of these regulations and circular content shall supersede
the content of these rules , clarification of the existing rules may be communicated
before ,during or after any incident and they may be used for the particular incident while
amendments will only come into force they are issued
ARTICLE 20: MATTERS NOT PROVIDED FOR
1) All matters not provided in these rules shall be decided by the TOC
ARTICLE 21 : DECLARATION
School declares that these football competition rules shall come in force on the 1 st June 2024 unless
amended, these regulation shall remain in force

ANNEX-01: FAIR PLAY RULES
RULE 1: play to win
Winning is the object of playing any game. Never set out to lose. If you do not play to win, you are
cheating your opponents, deceiving those who are watching, and also fooling yourself. Never give up
against stronger opponents but never relent against weaker ones.it is an insult to any opponent to play
at less than full strength .play to win until final whistle
RULE 2: Play fair
Winning without value if victory has been achieved unfairly or dishonestly. Cheating is easy but brings
no pleasure, playing fair require courage and character, it is also more satisfying. Fair play always has its
reward, even when the game is lost .playing fair earns you respect while cheats are detested.
Remember it’s only a game .and games are pointless unless played fairly
RULE 3: Observe the laws of the game
All games need rules to guide them .without rules there would be chaos. The rules of football are simple
and easy to learn. Make an effort to learn them so that you understand the game better. This makes you
a better player .it is just important to understand the spirit of the rules. They are designed to make the
game fun to play and fun to watch .by sticking to the rules, you will enjoy the game more
RULE 4: Respect Opponents, team-mates, Referees, Officials and Spectators
Fair play means respect without opponents there can be on game. They have the same right as you
have, including the right to be respected. Your team-mate are your colleagues, you form a team in which
all members are equal . Referees are there to maintain discipline and fair play. Always accept their
decision without arguing, and help them to help you enjoy the game more. Officials are part of the game
and must be respected accordingly .spectators give the game atmosphere. They want to see the game
played fairly but must also behave fairly themselves.
RULE 5: Accept defeat with dignity
Nobody wins all the time. You win some, you lose .learn to lose graciously, don’t seek excuses for
defeat. Genuine reasons will always be self-evident, congratulate the winners with good grace .don’t
blame the referees or anyone else , determine to do better next time . Good losers always earn more
respect than bad losers
