Office Memorandum

Subject: Implementation of Sankhya Mitra Scheme- reg.

I am directed to invite reference to the subject cited above and to say that the Coordination
and Quality Control Division (CQCD), MoSPI has formulated Sankhya Mitra Scheme (copy
attached) for strengthening India's statistical system and in consonance with the survey
methodology redesigned by MoSPI by establishing the district as a primary stratum instead ofNSS
regions. Sankhya Mitra shall perform all the surveys within a specified district and will maintain
close liaison and coordinate with local Municipal Councilors, Sarpanchs & Panchs, Village
lambardar and also with other relevant Ministries/Department/Agencies for data collection at
district level.

2. In compliance with the scheme, nomenclature of Survey Enumerator has been revised to
Sankhya Mitra. Further, Sankhya Mitra (erstwhile Survey Enumerator) may be reallocated district
wise as per the following criteria:

3. In respect ofthe implementation ofthe scheme, all Regional Heads are requested to assess
the workload of all surveys and indices for each district under their jurisdiction. Further, details
regarding the native/permanent resident district ofeach existing Sankhya Mitra may be obtained.

4. At the first instance, the Regional Head shall allocate each Sankhya Mitra to his/her
resident district. Thereafter, the remaining Sankhya Mitra, ifany, may be allocated to the adjacent
districts of their resident districts falling under the jurisdiction of the concemed RO/SRO. The
remaining Sankhya Mitra, ifany, may then be allocated to the other districts under the jurisdiction
of the concemed RO/SRO to undertake survey work related to all schemes within those districts.
5. In future any new Sankhya Mitra should be engaged from his resident district. In case of
unavailability of Sankhya Mitra from resident district, Sankhya Mitra may be temporarily allocated
from other districts, under the jurisdiction ofRO, by the concerned Regional Head.

6. Junior Statistical Officer (JSO) will oversee the work of Sankhya Mitra across one or more
districts. Ifthere are not enough JSOs available for supervision, the existing supervisors engaged
through the agency may continue to supervise. Preference may be given to contractual supervisors
to work within their home district, wherever possible.

7. ln view of the above, all the Regional Heads are requested that the existing stength of
Sankhya Mitra may be districfwise reallocated and convey the same to Headquarters vide link of
google sheet mentioned in email latest by 29.10.2025.

This issues with the approval of the ADG(FOD).
