The reforms in
the customs system
The State Customs Committee
conducted a number of measures for
the expansion of customs
infrastructure, bringing the customs
activity in conformity to international
standards, the development and
improvement of the development of
customs bodies' activity and the
arrangement of the national customs
service in conformity to the actual
requirements.
• There was State Program on development of
customs system of the Azerbaijan Republic in 2007-
2011 and Presidential decree No. 12 11. 11. 2008
–about implementation of SW. Application of the
“SW principle”on inspecting the goods and vehicles
passing the state border checkpoints of the
Trade Republic of Azerbaijan.
• For the purpose of simplification of international
facilitation trade customs authorities perform veterinary,
phytosanitary and other types of goods control on
check points of frontier determined by relevant
organ of the executive authority in the shortest
terms based on the principle of "single window".
• The project "one inspector - one vehicle" is already being implemented at
checkpoints. Single window' system is applied, several employees provide services to
one citizen, by this project at checkpoint one employee provides all services to one
citizen. As a result of the project, one person will be able to go through all the
processes associated with documentation within only five minutes, thanks to the
'single window' system."
•On May 21, 2016 the Azerbaijani
President Ilham Aliyev signed order on
using the Rules of “Green Corridor” and
other release systems for conveyance of
the goods and means of transport across
the customs border.
• According to the amendments to the
Customs Code of Azerbaijan,
introduced in line with President Ilham
Aliyev’s decree, dated November 30,
2016, in order to simplify the customs
registration of goods and vehicles
passing through customs border
crossing points, green, blue, yellow and
red systems can be used on the basis
of a short import declaration.
• Main goal of the "Green Corridor" gating system is the
creation more favorable conditions for foreign trade
participants observing the legislation in the import-export
operations, to strengthen the export potential of the
country through acceleration of goods turnover from the
customs border, in accordance with the recommendations
of the World Customs Organization and advanced
international experience, to form voluntary compliance
culture among foreign trade participants, application of
customs control based on risk assessment, more flexible
and transparent implementation of customs clearance of
goods and means of transport and also customs control, to
facilitate international trade by establishing civil servants-
entrepreneur relations in import-export operations on the
basis of modern management principles.
Release procedure to "Green corridor" gating system is
realized in 3 stages:
Individuals address electronic application to the State Customs
Committee
The State Customs Committee evaluates the application within 1
month
The individual is granted with the right of permanent use from
"Green Corridor" gating system
Ensuring faster crossing of goods and vehicles from
customs border gating points in priority order
Priority in using customs services
General
Minimum physical inspections
advantages: Carrying out services of customs examination of goods
in priority order
Carrying out customs clearance in place other than
customs offices and during non-working hours
Participation in foreign trade trainings
